SKILLED SERVICE      BARGAINING UNIT: A        OVERTIME ELIGIBLE

NATURE OF WORK

A Stationary Engineer, First Grade is the full performance level of work involving the operation and maintenance of all plant machinery including plant machinery rated in excess of 500 horsepower.  Employees in this classification may provide technical guidance and review work completed by other maintenance staff but do not supervise other positions.

Employees in this classification receive general supervision from a Maintenance Chief, Maintenance Supervisor or other designated authority.  Employees are assigned to day, evening, night or rotating shifts and may be required to work weekends and holidays.  Work involves the lifting of heavy mechanical equipment and apparatus and may be performed in areas of extreme heat and cold.

Positions in this classification are evaluated by using the classification job evaluation methodology.  This method compares the position’s assigned duties and responsibilities to the job criteria defined in the Nature of Work and Examples of Work sections of the class specifications.

EXAMPLES OF WORK

Fires gas or oil-fueled boilers of mechanical stokers;

Operates and maintains electrical, mechanical or sanitary systems;

Adjusts equipment and performs preventive maintenance in accordance with prescribed schedules;

Performs preventive maintenance on air handling units and other equipment;

Performs safety inspections;

Repairs and adjusts structures and equipment;

Operates vacuum, circulating pumps, and water softeners;

Monitors and adjusts water levels and steam pressure;

Adjusts heating, ventilation, and air conditioning through energy management system computer to control the temperature, humidity and circulation of air throughout buildings;

Reports any unsafe operating conditions or interruptions in any services;

Cleans, repairs and maintains furnaces and boilers;

Blows down and washes boilers;

Scrapes and cleans flues;

Cleans pumps, screens, pipes, strainers, stokers, oil burners and gratings;

Cleans coils in air handler units and convectors;

Maintains records on boiler performance and fuel consumed;

Maintains the boiler room premises in a safe and neat condition;

Oils stokers and other auxiliary equipment according to prescribed schedule;

Regenerates water softener as needed and adds chemicals to water as directed;

Checks on the systems as required, taking meter readings and observing all indications of possible malfunctions;

Keeps records of materials and supplies used;

May perform maintenance to floors, moldings, doors, windows, gutters, steam and water lines and household type electrical and refrigeration equipment which may include rudimentary work in the trowel trades;  

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the operation of boilers and equipment including combustion control equipment;

Knowledge of the hazards and safety precautions required for safe operation of boilers and their auxiliaries;

Knowledge of the tools, methods and practices used in maintaining and cleaning boilers and their auxiliaries;

Knowledge of the principles of electricity, hydraulics and mechanics;

Skill in firing boilers;

Skill in interpreting gauges and judging operating efficiency and safety conditions of boilers in use;

Skill in adjusting safety controls to achieve maximum efficiency;

Ability to maintain records of fuel consumption, maintenance services, repairs and supplies;

Skill in maintaining electrical, mechanical and sanitary systems while tending boilers;

Skill in making mechanical repairs;

Skill in guiding and directing employees in boiler firing and general maintenance work;

Ability to understand and execute instructions.

MINIMUM QUALIFICATIONS

Education:   Completion of the Eighth grade.

Experience: Two years of experience in a boiler room facility tending a boiler.

Notes:

1. Candidates may substitute additional licensed stationary engineering experience on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military experience as a non-commissioned officer in Steelworker classifications or Mechanical Maintenance specialty codes in the Metal Fabrication, Assembly, Installation, and Repair field of work on year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification must possess and maintain a current license as a Stationary Engineer, First Grade from the State Board of Stationary Engineers.

SPECIAL REQUIREMENTS

1. Some positions in this classification are assigned duties which will require the candidates to be examined by a Physician.  After an offer of employment, candidates for such positions will be given a medical examination to certify the ability to perform the essential job functions.

2. Employees in this classification are subject to random substance abuse testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A- Labor and Trades classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
