NATURE OF WORK

A Staff Specialist III Education is work in the administration of education, library or rehabilitation programs for the Maryland State Department of Education.  Employees in this classification specialize in program services and support and provide advice, consultation and technical assistance to other educators and administrators in public and nonpublic schools, public libraries, rehabilitation programs or facilities, and other agency staff.  Employees in this classification may supervise other Staff Specialists Education.

Employees in this classification receive general supervision from a higher-level Staff Specialist Education or a designated administrator.  The work may require travel throughout the State.

Position allocation within the Staff Specialist Education series is determined on the basis of relative job evaluation among similarly functioning positions.  The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions and conclusions; creative thought; planning; responsibility for administration; and the nature of supervision received.

EXAMPLES OF WORK

Provides direct, specialized technical assistance in educational program areas to Maryland’s public and nonpublic schools, public libraries, or rehabilitation programs or facilities;

Develops and implements specialized education, library or rehabilitation programs;

Interprets and explains federal and State rules, regulations and procedures governing the program(s) assigned;

Evaluates program effectiveness, determines program needs and recommends plans for advancing program objectives;

Serves as liaison between the MSDE and the public in carrying out the MSDE’s program objectives;

Represents MSDE and participates in the activities of other public interest groups involved in the program area;

May establish educational or library program goals and objectives;

May supervise other employees;

Performs other related duties.

GENERAL REQUIREMENTS

Education:   A Master’s degree or at least 36 hours of equivalent post-baccalaureate course work from an accredited college or university.

Experience: Three years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.

Notes:

1. Candidates may substitute two additional years of experience as described above for the required education.

2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104, Annotated Code of Maryland.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective   bargaining and all positions in those agencies are excluded from collective bargaining.
