NATURE OF WORK

A Program Analyst Supervisor, Budget and Management is the supervisory level of work performing analysis of State policies, programs and procedures.  Employees in this classification supervise lower-level Program Analysts, Budget and Management.

Employees in this classification receive managerial supervision from the Director of the Office of Policy Analysis or other designated official.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Program Analyst Supervisor, Budget and Management is differentiated from the Program Analyst Senior, Budget and Management in that the Program Analyst Supervisor, Budget and Management has supervisory responsibility for lower-level Program Analysts, Budget and Management while the Program Analyst Senior, Budget and Management assigns, reviews and approves the work of and trains lower-level Program Analysts, Budget and Management.

EXAMPLES OF WORK

Plans, coordinates, supervises and evaluates the work of lower-level Program Analysts, Budget and Management;

Trains lower-level Program Analysts, Budget and Management;

Develops and defines the nature and scope of analysis to be conducted, and prepares detailed, time-specific work plans to accomplish assignments;

Consults with all levels of State elected and appointed officials and personnel as well as personnel from other States;

Collects and analyzes all relevant data and organizes and presents data and findings effectively and in a clear and concise manner;

Identifies and analyzes problem areas, assesses program performance and analyzes issues and policy implications;

Develops practical solutions and analyzes new or alternative approaches including management and administrative systems and procedures, organizational arrangements, work flow processes and policy alternatives;

Prepares and edits comprehensive reports detailing analysis, findings and recommendations to provide top level decision-makers with information necessary to make informed decisions and take appropriate action on specific State program operations, issues and policies;

Presents study findings to members of the General Assembly, the Governor and staff, agency heads and the Secretary of the Department of Budget and Management;

Manages consultant studies on management issues;

Staffs taskforces and study commissions convened to address issues with management and administrative systems and procedures;

Develops and conducts surveys on a variety of management and administrative systems and procedures issues;

Performs other related duties.

GENERAL REQUIREMENTS

Specific education and experience requirements are set by the agency based on the essential job functions assigned to the position.

Special Appointment status is appropriate for positions in this classification.  The Secretary of the Department of Budget and Management is authorized to designate as Special Appointment those positions which provide direct support to a member of the Executive Service or that perform a significant policy role.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
