NATURE OF WORK

A Vocational Rehabilitation Director III is one of three levels of work responsible for directing vocational rehabilitation programs in the Maryland State Department of Education’s Division of Rehabilitation Services.  Employees in this classification direct a major organizational component of the Division of Rehabilitation such as the Client Services Program, the Maryland Rehabilitation Center, the Program and Administrative Support Services Program or the Disability Determination Services Program.  Employees in this classification supervise lower-level Vocational Rehabilitation Directors, Vocational Rehabilitation Specialists and support staff.

Employees in this classification receive managerial supervision from an Assistant State Superintendent of the Division of Vocational Rehabilitation Services or other designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Vocational Rehabilitation Director III is differentiated from Vocational Rehabilitation Director II in that the Vocational Rehabilitation Director III is responsible for a major organizational component within Client Services or Disability Determination Services Programs while the Vocational Rehabilitation Director II is responsible for vocational rehabilitation programs at the subprogram level within the Division of Rehabilitation Services.

EXAMPLES OF WORK

Plans, directs, and administers the Client Services Program, Administrative Support Services Program or the Disability Determination Services Program;

Plans, coordinates, supervises and evaluates the work of Vocational Rehabilitation Directors;

Establishes policies and procedures for rehabilitation program(s), oversees implementation and approves revisions;

Establishes program goals, standards and controls to meet program objectives;

Oversees and manages program personnel and financial resources;

Develops short and long-range plans for program operations and resources;

Determines program organizational structure and staffing needs;

Serves as the rehabilitation program liaison with managers and officials of other agencies concerning program activities;

Makes recommendations concerning rehabilitation programs and operations to higher-level administrators;

Performs other related duties.

GENERAL REQUIREMENTS

Education and experience requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104 and Section 21-304.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
