NATURE OF WORK

An Information Technology (IT) Audit Manager, Maryland State Retirement and Pensions System (MSRA) is a management level position that is responsible for work that determines whether the system of risk management, internal control, and governance processes, as designed and represented by MSRA management, is adequate and functioning in a manner to ensure: compliance with laws, rules, regulations and Board policies is maintained; assets are safeguarded against fraud, waste and abuse; financial information is accurately recorded and reported; and operational efficiency and effectiveness is enhanced.

EXAMPLES OF WORK

Selects records, files and transactions to be tested;

Performs analytical reviews of data;

Performs tests of records, files and transactions to determine compliance with applicable IT professional standards, generally accepted accounting principles, laws, rules, regulations, Board policies and industry best practices;

Employs computer assisted audit techniques, where appropriate;

Performs compliance testing to confirm understanding;

Evaluates the adequacy of the system of risk management and internal control;

Reviews laws, rules, regulations and Board policies and researches applicable industry best practices and generally accepted accounting principles;

Prepares work papers to document understanding of procedures and processes, tests performed and findings and conclusions reached;

Makes recommendations to correct deficiencies noted as a result of audit;

Prepares discussion notes of audit findings and discusses findings with agency personnel;

Prepares draft audit reports;

Performs IT General Control reviews;

Performs Network Control reviews;

Performs Security reviews;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
