NATURE OF WORK

A DBM Payroll & Timekeeping Analyst II is the intermediate level of professional and analytical work in the Department of Budget and Management. Employees function as technical experts responsible for researching and auditing agencies’ payroll and timekeeping payouts, compensation changes, and errors that require correction and adjustment. Employees in this class possess knowledge of the State Personnel Management System’s (SPMS) human resources laws, rules, regulations, policies, and procedures, and relevant federal laws, rules, policies, regulations, and procedures. The work of this class involves significant contact and interaction with agencies’ payroll and timekeeping managers and other agency officials. Employees in this classification do not supervise lower-level DBM Payroll & Timekeeping Analysts.

Employees in this classification receive moderate supervision from a DBM Payroll & Timekeeping Supervisor or other designated administrator. Employees in this classification may be required to travel to SPMS agencies’ locations to gather relevant and pertinent records for auditing purposes.

Positions in this classification are evaluated using the Classification job evaluation methodology. This method compares the position’s assigned duties and responsibilities to the job criteria in the Nature of Work and Examples of Work sections of the class specification.

The DBM Payroll & Timekeeping Analyst I (Trainee), DBM Payroll & Timekeeping Analyst II, DBM Payroll & Timekeeping Analyst III, and DBM Payroll & Timekeeping Analyst IV are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees. The DBM Payroll & Timekeeping Analyst I (Trainee) learns to perform duties under close supervision, the DBM Payroll & Timekeeping Analyst II performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed, the DBM Payroll & Timekeeping Analyst III performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The DBM Payroll & Timekeeping Analyst IV performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Researches and audits agencies’ payroll and timekeeping payouts, compensation changes, and errors that require correction and adjustment;

Provides consultation and technical assistance to department managers, employees, and personnel regarding payroll and human resources (HR) policy issues by utilizing and interpreting State personnel laws, the Code of Maryland Regulations (COMAR), federal laws, including the Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), and other laws, policies, and procedures applicable to employees’ pay and compensation;

Provides advice and guidance to agency managers and payroll and timekeeping personnel regarding recruitment, new hire, on-boarding, re-instatement, and employees’ benefits and retirement compensation matters;

Answers employee questions or complaints about salaries and payments;

Utilizes Workday, the Statewide Personnel System (an enterprise human resources information system) to research, audit, and complete employees’ compensation adjustments regarding edit position restriction (reclassification), overtime, and acting capacity pay issues;

Utilizes the MOJO Help Desk, a cloud-based ticketing system to track, resolve and report on payroll issues and concerns;
Acts as a technical expert in all areas of payroll and timekeeping matters, and provides customer service and guidance to all SPMS agencies on such issues;

Researches and conducts audits of assigned SPMS agencies’ payroll, HR transactions, and reports to assure that an appropriate and accurate payroll process was conducted by agencies in compliance with all relevant legislation and SPMS policies;

Reviews and processes all bi-weekly payroll transactions for SPMS Regular and Contract employees through the integration file process with the Statewide Personnel System (SPS) and the Central Payroll Bureau (CPB), using troubleshooting techniques based on SPMS HR and payroll and timekeeping laws, rules, and regulations;

Analyzes “integrated” payroll system calculations for accuracy; researches and applies corrective action as needed, including salary or pay adjustments for retroactive pay and retirement purposes;

Performs complex calculations using Excel to derive employees’ appropriate and accurate compensation;

Issues and records adjustments to pay related to previous errors or retroactive increases; analyzes payroll process efficiency;

Contacts and interacts with SPS team within DBM’s Shared Services Division to review and determine the accuracy of workers’ compensation history and personal data information;

Establishes employee settlement organization (org) for the return of employees to an active payroll status for the purpose of payouts and compensation settlements;

Creates, audits, corrects, and balances payroll and a variety of statistical reports;

Provides information to employees and agency managers on payroll matters, tax issues, benefit plans, and collective bargaining agreement provisions;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of current methods, practices and terminology used in payroll, timekeeping, and financial and statistical record keeping;

Knowledge of Word and Excel Microsoft Office Applications;

Knowledge of the State Personnel and Management System’s (SPMS) rules, laws and regulations governing payroll and timekeeping principles and practices;

Knowledge of the process of monitoring financial records;

Knowledge of State and federal payroll and tax regulations;

Knowledge of the provisions of the State Personnel and Pensions Article, COMAR (Title 17), various Memoranda of Understanding between the State and exclusive representatives of bargaining unit employees, State HR policies, and federal law, such as the Fair Labor Standards Act and the Family Medical Leave Act;

Knowledge of analytical procedures and techniques used in researching, organizing, investigating, and conducting studies of HR actions, operations, and practices;

Skill in researching discrepancies (errors) in payroll and timekeeping data and making necessary adjustments;

Skill in paying attention to details;

Skill in setting up and maintaining Excel spreadsheets;

Skill in developing report formats and preparing reports on payroll and timekeeping transactions;

Skill in time management;

Ability to establish and maintain effective working relationships with agency payroll and timekeeping staff, HR managers, agency officials, and State employees;

Ability to handle and maintain confidential information;

Ability to use and extrapolate information from a large HRIS database system such as SPS Workday;

Ability to effectively communicate ideas, results of findings, procedures and policies, conclusions, and recommendations.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One (1) year of professional experience in payroll or timekeeping work, or professional human resources experience.

Notes:

1. Candidates may substitute 30 college credits from an accredited college or university for he required experience.

2. Candidates may substitute one year of U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field for the required experience OR one year of experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
