A Registered Nurse Supervisor Medical
is the supervisory level of work in the provision of direct nursing care in a
Maryland Department of Health (MDH) designated Court Involved (CI) Facility for
a ward, cottage or unit on a twenty-four hour basis or for several wards or
cottages during one shift. Employees in this classification are primarily
responsible for medical nursing care. Employees in this classification
supervise lower-level Registered Nurses and other assigned licensed and
non-licensed nursing care staff.
Employees in this classification
receive general supervision from a Registered Nurse Manager, Assistant Director
of Nursing or Director of Nursing. Employees may be assigned to day,
evening, night or rotating shifts which may include holidays and weekends.
Employees may be subject to call-in and overtime based on staffing needs.
The work is usually performed in a residential or inpatient treatment facility
providing twenty-four care. Employees are required to observe infection
control precautions in order to prevent contamination and spread of
disease. The work may require the lifting and positioning of
nonambulatory patients and the lifting of wheelchairs and other heavy duty
equipment. The work may require long periods of standing, walking,
bending and reaching.
Positions in this classification are
evaluated by using the classification job evaluation methodology. The use
of this method involves comparing the assigned duties and responsibilities of a
position to the job criteria found in the Nature of Work and Examples of Work
sections of the class specification.
A Registered Nurse Supervisor is
differentiated from a Registered Nurse Charge in that the Registered Nurse
Supervisor is responsible for twenty-four hour supervision of a unit or is a
shift supervisor for several wards, cottages or units and supervises the
Registered Nurse Charge while the Registered Nurse Charge is responsible for
nursing care for a ward or unit on one shift. The Registered Nurse
Supervisor is differentiated from the Registered Nurse Manager in that the
Registered Nurse Manager plans and coordinates nursing care for an entire
nursing division composed of several wards, cottages or units for all shifts
and supervises Registered Nurse Supervisors.
Supervises lower-level Registered
Nurses and assigned licensed and non-licensed nursing care staff in providing
direct nursing care;
Implements, evaluates and maintains
nursing program and standards of nursing practice for designated areas or for a
shift;
Prepares reports of onsite reviews and
evaluations;
Makes patient care assignments
consistent with the level of preparation of staff and needs of patients;
Participates in recruitment, selection
and assignment of personnel necessary to implement the nursing program;
May provide direct nursing care as
needed;
Performs other related duties.
Knowledge of the principles,
practices, and theory of the registered nursing process;
Knowledge of clinical practice and
interdisciplinary collaboration;
Skill in explaining long-term and
short-term goals of nursing care to team members, patients, and families;
Skill in observing and measuring the
effects of nursing intervention;
Skill in providing accurate
documentation and record keeping;
Skill in assessing physical, emotional
and social needs of patients;
Skill in developing a plan of care for
the patient;
Ability to develop, analyze,
implement, and evaluate staffing patterns for the optimum use of health care
services provided by nursing personnel;
Ability to coordinate the nursing
administrative function with supervisory personnel from other disciplines;
Ability to supervise and provide
instruction to professional nursing and non-professional healthcare staff;
Ability to make decisions and to
appropriately delegate responsibility for the implementation of those
decisions;
Ability to communicate effectively
with patients and their representatives, facility staff and health department
personnel as well as other community health, welfare and educational agencies;
Ability to establish effective working
relationships with community health, welfare and educational agencies, patients
and their families, and the general public.
Education: Determined by
the Maryland State Board of Nursing under the licensing requirements for
Registered Nurses.
Experience: Three years of experience
as a Registered Nurse to include one year in a supervisory, administrative or
teaching capacity and two years in the Medical option.
Notes:
1. Candidates may substitute the
possession of a Bachelor’s degree in Nursing or a related field from an
accredited college or university for one year of the required general
experience.
2. Candidates may substitute the
possession of a Master’s degree in Nursing or a health related field
from an accredited college or university for two years of the required
general experience.
3. Candidates may substitute U.S.
Armed Forces military service experience as a commissioned officer in Nursing
classifications or Nursing and Hospital Administration specialty codes in the
Nursing field of work on a year-for-year basis for the required experience.
1. Candidates for positions in this
classification must possess a current license as a Registered Nurse from the
Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland
21215 or possess a current multi-state license in party states that candidates
have declared as primary states of residence.
2. Employees in this classification
may be assigned duties which require the operation of an automobile. Employees
assigned such duties will be required to possess a motor vehicle operator’s
license valid in the State of Maryland.
3. Employees in this classification
may be required to successfully complete cardiopulmonary resuscitation training
and maintain current certification.
1. Employees in this
classification are subject to call-in and, therefore, will be required to
provide the facility with a phone number at which they can be reached. 2.
Employees in this classification are subject to substance abuse testing in
accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use
of Drugs.

This is a Professional Service
classification in the State Personnel Management System. All positions in
this classification are Professional Service positions. Some positions in
Professional Service classifications may be designated as Special Appointment
in accordance with the State Personnel and Pensions Article, Section 6-405,
Annotated Code of Maryland.
This classification is not assigned to
a bargaining unit, as indicated by the designation of S (Supervisor), M
(Manager), T (Agency Head), U (Board or Commission Member), W (Student), X
(Used by Agency or Excluded by Executive Order), or Z (Confidential). As
provided by State Personnel and Pensions Article, Section 3-102, special
appointment, temporary, contractual, supervisory, managerial and
confidential employees are excluded collective bargaining.
Additionally, certain executive branch agencies are exempt from collective
bargaining and all positions in those agencies are excluded from
collective bargaining.
