An Agency Project Engineer/Architect Lead is the lead level of work as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects. Employees are responsible for design reviews, site inspections and project management of agency operating projects and serve as a liaison to the Department of General Services for large-scale multi-year capital projects. Projects may include construction, renovation or maintenance of office buildings, health care facilities, correctional institutions, housing, educational facilities, and public works structures and operations. Employees in this classification assign, review and approve the work of and train lower-level Agency Project Engineers/Architects and may supervise maintenance, labor or skilled trade staff.
Employees in this classification receive general supervision from the Agency Project Engineer/Architect Supervisor or other designated official. Employees may be required to work evenings and weekends in order to attend public meetings and hearings. Employees may be subject to call-in for emergency situations, such as problems at construction sites. The work may require traveling throughout the State to construction sites where conditions may be noisy, dirty and uncomfortable.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.
The Agency Project Engineer/Architect Lead is differentiated from the Agency Project Engineer/Architect III in that the Agency Project Engineer/Architect Lead trains, and assigns, reviews, and approves the work of and trains lower-level Agency Project Engineers/Architects while the Agency Project Engineer/Architect III performs the full range of duties and responsibilities under general supervision. The Agency Project Engineer/Architect Lead III is differentiated from the Agency Project Engineer/Architect Supervisor in that the Agency Project Engineer/Architect Lead Supervisor has does have supervisory responsibility for lower-level Agency Project Engineers/Architects.
Assigns, reviews and approves the work of lower-level Agency Project Engineers/Architects;
Trains lower-level Agency Project Engineers/Architects;
Provides advice and guidance to lower-level Agency Project Engineers/Architects on the resolution of problems involved in planning and coordinating agency operating maintenance and system services projects and in the preparation of plans, specifications, contract documents, feasibility studies, time schedules and cost analysis of agency projects;
Plans, directs, coordinates and monitors agency operating maintenance and system services projects from program approval through design and post construction stages;
Prepares plans, specifications, contract documents, feasibility studies, time schedules and cost analyses of agency projects;
Reviews schematic and design documents of agency projects developed by engineering or architectural consultants for completeness, accuracy and compliance with applicable codes, standards and agency program statements and requirements;
Prepares bidding documents, solicits and evaluates bids, selects contractors, monitors work in progress, authorizes proposed change orders, time extensions and payments and monitors warranties for agency projects;
Serves as agency liaison to the Capital Construction Project Engineers/Architects in the Department of General Services for large-scale, multi-year capital projects providing analysis of engineering or architectural services, design concepts and construction site problems and the interpretation of technical data, cost issues and proposed change orders;
Prepares scope of work and budget project estimates for the preparation of capital program statements;
Attends project design review, pre-bid conferences, construction progress and post construction meetings to respond to inquiries concerning projects, to resolve technical difficulties and to ensure compliance with agency needs and objectives, project program and design standards, contract specifications, applicable building codes, and sound engineering practices;
May represent the agency on the Professional Services Selection subcommittee for the selection of architectural and engineering services for agency capital projects;
May monitor the installation, operation, maintenance and repair of building services systems or components, such as heating/air-conditioning, piping, electrical distribution and power, roofing, elevator services;
May testify before legislative budget committees on projects included in the agency’s capital budget proposal;
Performs other related duties.
Knowledge of the engineering or architectural principles, standards, practices and methods related to building design, construction, maintenance and operation;
Knowledge of industry standards and practices applicable to building design, construction and maintenance, such as building and utility systems, plumbing, fire protection and detections, electric, roofing, safety, and energy;
Knowledge of construction methods, procedures and materials; Knowledge of State and federal laws, regulations and codes applicable to building design, construction and maintenance;
Knowledge of construction contracts, specifications and plans;
Skill in the preparation of project plans, specifications, feasibility reports and cost estimates;
Skill in the analysis of technical data in order to evaluate the engineering integrity, safety, economy, efficiency and costs of construction and maintenance projects;
Ability to assign and review work to lower-level Agency Project Engineer/Architects;
Ability to develop technically sound and cost effective engineering resolutions to problems in the design or construction of agency projects;
Ability to prepare technical reports and make recommendations based on engineering procedures, standards and practices;
Ability to communicate effectively;
Ability to establish and maintain effective working relationships with engineering or architectural consultants, public and private business owners, contractors, government officials and the general public.
Education: A Bachelor’s degree in engineering or architecture from an accredited college or university.
Experience: Three years of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.
1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.
2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
