A Resident Physician Specialist provides medical services at the intermediate level of work as a Resident Physician in a headquarters, local health department or institutional program.  Employees in this classification provide services in an approved residency training program with either a regular Physician’s license or a limited license approved by the Maryland Board of Physicians.  Employees in this classification, the majority of positions are located at Maryland Department of Health headquarters.  Employees in this classification do not supervise other positions.

Employees in this classification receive moderate supervision from a higher-level Physician or an administrative official in accordance with standards set forth for approved residency programs by the Accreditation Council for Graduate Medical Education (ACGME).

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

Follows medical guidelines, policies, procedures and standards; Reviews statistical reports and other reports;

Participates in the implementation of programs and coordinates with public and private agencies providing similar services;

Plans and participates in the medical care of patients in a local health department or State facility;

Orders various tests and analyses to provide information on patient's condition;

Consults with other physicians concerning patient's progress and recommended procedures;

Performs other related duties.

Knowledge of the principles and practices in the field of medicine;

Knowledge of the clinical aspects of medicine;

Knowledge of the standards of medical care;

Knowledge of current developments in medicine;

Ability to provide advice to a program of community health and medical care services;

Ability to coordinate local, State and federal programs.

Education:   A Doctorate degree in medicine from an accredited college or university.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Medical Corpsman and Physicians classifications or Nursing or Physician and Medical Services and Special Corpsman Officer specialty codes in the medicine field of work on a year-for-year basis for the required education.

1. Candidates for this classification must either be licensed as a Physician in Maryland or be an unlicensed Medical Practitioner currently registered with the Maryland Board of Physicians to participate in an approved residency training program under Maryland State Law.  A photocopy of the license or current registration must be attached to the application.

2. Applicants for this classification who do not yet possess a regular Physician’s license or a license as an unlicensed Medical Practitioner in Maryland but are eligible for licensure must attach a photocopy of a letter from the Maryland Board of Physicians to the application stating eligibility by reciprocity or endorsement. This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit E- Health Care Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
