NATURE OF WORK

A Regulatory and Compliance Engineer/Architect III is the full performance level of engineering or architectural work in the analysis and evaluation of construction, operational or industrial projects and processes in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.  Employees in this classification may serve as a project coordinator on a project-to-project basis and provide guidance and direction to engineering or architectural consultants, and assigned specialists, technicians and inspectors,.  Employees in this classification do not supervise other Regulatory and Compliance Engineers/Architects.

Employees in this classification receive general supervision from the Regulatory and Compliance Engineer/Architect Supervisor or other designated official.  Employees may be required to work evenings and weekends and to attend public meetings and hearings.  Employees may be subject to call-in for emergency situations, such as operational accidents or natural disasters.  The work may require traveling throughout the State to construction sites, physical facilities, permit or industrial operational sites where conditions may be noisy, dirty and uncomfortable.  The work may require use of safety equipment, such as protective clothing, eyewear, gloves, and respirators.  Employees may be exposed to physical hazards, such as toxic materials and fumes, asbestos, lead particles and falling debris.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Regulatory and Compliance Engineer/Architect I, Regulatory and Compliance Engineer/Architect II and Regulatory and Compliance Engineer/Architect III are differentiated on the basis of the degree of supervisory control exercised by the supervisor over the employees.  The Regulatory and Compliance Engineer/Architect I performs duties under close supervision.  The Regulatory and Compliance Engineer/Architect II performs duties under close supervision at times and under general at other times depending on the complexity of the specific duty being performed.  The Regulatory and Compliance Engineer/Architect III performs the full range of duties and responsibilities under general supervision.  The Regulatory and Compliance Engineer/Architect III is differentiated from the Regulatory and Compliance Engineer/Architect Senior in that the Regulatory and Compliance Engineer/Architect Senior assigns, reviews and approves the work of and trains lower-level Regulatory and Compliance Engineers/Architects or performs advanced level functions as the State key technical resource and subject matter expert in a recognized specialized area in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety, such as, dam safety, beach erosion, health facility or building codes and regulations. 

EXAMPLES OF WORK

Reviews plans, designs, specifications, feasibility reports, cost estimates, applications, technical studies and evaluations of a variety of construction, operational or industrial projects and processes in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods;

Reviews and comments on designs, plans and specifications submitted by consultants to ensure adherence to standards, contracts, governing regulations and codes;

Conducts on-site evaluations, surveys, research and investigations of construction and operational projects and processes to resolve problems and ensure adherence to standards, contracts, governing regulations and codes;

Plans and conducts engineering or architectural studies to analyze and determine extent of problems, methods of testing, methods of control, present and future conditions and needs for the project and develops solutions to current and anticipated problems;

Prepares reports of findings and makes recommendations on the engineering or architectural integrity, safety, efficiency and cost of municipal, private, and industrial construction or operational projects and processes the result of plan and design reviews, research, investigations, tests, studies and evaluations completed;

Prepares and maintains a variety of engineering or architectural documents including plans, specifications, contracts, maps, drawings, etc.;

Responds to inquiries from other local and State agencies, the general public and other interested parties concerning construction and operational projects and processes;

Represents the department at public meetings, hearings or other forums on engineering or architectural matters necessary for public education, community services or project approval, initiation or completion;

Provides testimony at formal hearings, in court and at other regulatory agencies;

May develop project proposals, preliminary designs, contract documents, impact statements, and cost estimates;

May perform engineering calculations to determine nature and concentration of pollution from various sources and evaluate effectiveness of control procedures and equipment;

May recommend issuance or denial of permits for industries and municipalities to construct or operate facilities;

May coordinate projects among outside agencies, property owners and other interested parties;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles, practices and methods of engineering or architecture;

Knowledge of the engineering or architectural standards, practices and methods as related to construction and operational projects and processes in pollution control, resource conservation, waste remediation, environmental protection, or public health and safety;

Knowledge of industry standards and practices applicable to construction and operational projects and processes in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety;

Knowledge of State and federal laws, regulations and codes applicable to construction and operational projects or processes in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety;

Skill in reviewing construction and operational projects and process designs, plans, specifications, feasibility reports, and cost estimates in order to determine adherence to the contract, specifications, standards and governing regulations and codes;

Skill in analyzing technical data in order to evaluate the engineering or architectural integrity, safety, economy, efficiency, operational costs of construction and operational projects and processes;

Skill in conducting engineering tests surveys, investigations and evaluations of construction and operational projects or processes in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety;

Skill in preparing technical reports and making recommendations based on engineering or architectural procedures, standards and practices;

Ability to communicate effectively;

Ability to use standard word processing, spreadsheets, database and communications applications and software;

Ability to prepare and present testimony in administrative hearings;

Ability to establish and maintain effective working relationships with consultants, public and private business owners, property owners and managers, contractors, government officials and the general public.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Two years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland, or in a state with comparable requirements for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G- Engineering, Scientific and Administrative Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classifications series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
