NATURE OF WORK

A Systems Control Accountant Manager is the managerial level of work ensuring appropriate and consistent interpretation of and compliance with statutory and generally accepted accounting principles (GAAP).  Employees in this classification provide technical accounting direction and guidance to accounting staff of State agencies by formulating Statewide accounting objectives and policies, reconciling agency financial reports and developing, modifying and maintaining the Statewide accounting system.  Employees in this classification supervise Systems Control Accountant Supervisors, Comptroller.

Employees in this classification receive managerial supervision from a program manager or other designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Systems Control Accountant Manager, Comptroller is differentiated from the Systems Control Accountant Supervisor, Comptroller on the basis of supervisory responsibility.  The Systems Control Accountant Manager, Comptroller directly supervises Systems Control Accountant Supervisors, Comptroller while the Systems Control Accountant Supervisor, Comptroller directly supervises lower-level Systems Control Accountants, Comptroller.

EXAMPLES OF WORK

Plans, directs and administers Statewide accounting control operations;

Plans, coordinates, supervises and evaluates the work of Systems Control Accountant Supervisors, Comptroller and related staff;

Directs training programs for the Systems Control Accountant, Comptroller staff and State agency fiscal staff;

Implements and enforces generally accepted accounting principles (GAAP) in Statewide agency accounting operations;

Coordinates the resolution of problems with the Statewide automated accounting system;

Reviews and analyzes statutory accounting requirements to determine the most appropriate method of compliance by the Comptroller and State agencies;

Directs the timely and accurate closing of the State agency accounts for fiscal year-end and develops and assures the quality of applicable year-end reports for the Maryland State Legislature, Governor and all applicable outside users of the State’s financial information;

Directs the preparation of the “State of Maryland Comprehensive Annual Financial Report-CAFR” and financial statements prepared in accordance with GAAP for the State;

Analyzes accounting pronouncements and recommendations issued by the Government Accounting Standards Board and the Government Finance Officers Association to determine their impact on the State’s accounting requirements and processes;

Reviews, approves and maintains as current all training materials and manuals supplied to State agency fiscal personnel to assist them in the performance of their accounting responsibilities at the agency;

Performs other related duties.

This is a Management Service classification in the State Personnel Management System.  All positions in this classification are Management Service positions.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
