NATURE OF WORK

A Procurement Analyst II, Budget and Management is the full performance level of work ensuring appropriate and consistent Statewide interpretation of and compliance with State procurement or contract laws, regulations, policies and procedures.  Employees in this classification provide direction and guidance to procurement or contract staff of State agencies, but do not supervise other positions.

Employees in this classification receive general supervision from a Procurement Analyst Supervisor, Budget and Management and may also receive direction and guidance from a lead analyst or the chief of procurement.  The work may require travel throughout Maryland to perform on-site visits at State agencies.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Procurement Analyst I, Budget and Management and Procurement Analyst II, Budget and Management are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees.  The Procurement Analyst I, Budget and Management performs duties under close supervision at times and under general supervision at other times depending upon the complexity of the specific duty being performed while the Procurement Analyst II, Budget and Management performs the full range of duties and responsibilities under general supervision.  The Procurement Analyst II, Budget and Management is differentiated from the Procurement Analyst III, Budget and Management in that the Procurement Analyst III, Budget and Management assigns, reviews and approves the work of and trains lower-level Procurement Analysts, Budget and Management.

EXAMPLES OF WORK

Reviews, analyzes and approves the content and format of procurement documents and submissions received from State agencies for adherence to State procurement or contract laws, regulations, policies and procedures and for overall content clarity and sufficiency;

Advises State agencies regarding proposed procurements and procurements in substantive non-compliance with State procurement or contract laws, regulations, policies or procedures and provides guidance regarding required corrective action;

Determines final approval for procurements under the Department of Budget and Management’s delegation authority;

Recommends approval for procurements requiring final approval by the Board of Public Works;

Prepares or assists with the preparation of agenda items for the Board of Public Works to formally request Board approval of proposed contracts;

Provides direction and guidance to State agencies in all aspects of the procurement process including attending agency pre-bid or pre-proposal conferences, meeting with agency procurement staff to discuss results of procurement analyses and conducting formal and informal training for agency procurement staff in State procurement laws, regulations, policies and procedures;

Develops appropriate specifications for Department of Budget and Management procurements to best achieve the intended result of the procurement including maximizing participation opportunities for resident, small or minority businesses;

Acts as Procurement Officer for Department of Budget and Management procurements including advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, overseeing departmental evaluation committees, conducting vendor debriefings, responding to protests regarding proposed awards and monitoring contract performance;

Assembles statistical and narrative data and prepares reports for use in evaluating State procurement activity;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of public procurement laws, regulations, policies and procedures or private sector contracting principles and practices;

Knowledge of the principles and practices of management and public administration;

Skill in reviewing, analyzing and approving contract or procurement documents and submissions for required content and proper format;

Skill in providing guidance and formal training to modal agency staff in contract or procurement laws, regulations, policies and procedures;

Skill in monitoring modal agency compliance with enterprise level contract or procurement laws, regulations, policies and procedures;

Skill in conducting procurements;

Skill in using personal computers and related contract or procurement software;

Ability to establish and maintain effective working relationships with employees at various levels of State government and private sector vendors.

MINIMUM QUALIFICATIONS

Experience: Eight years of professional public sector procurement, or private sector contracting experience, which included activities such as advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, and monitoring contract performance.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of professional public sector procurement, or private sector contracting experience, which included activities such as advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, and monitoring contract performance for the required experience.

2. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for four years of the required general procurement experience.

3. Candidates may substitute the possession of a Doctorate of Jurisprudence (J.D.) or a Master’s degree in Business Administration for six years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in logistics specialist classifications or administrative support specialty codes in the financial management field of work on a year-for-year basis for the required experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
