NATURE OF WORK

An Information Technology (IT) Director IV is responsible for directing and coordinating all aspects of information technology activity for an agency or other organization having the highest level of complexity within its information technology applications and operations. Employees in this classification directly supervise technical information technology staff or manage such staff through subordinate technical supervisors or managers.

Employees in this classification receive executive supervision from a program executive or higher-level official.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

EXAMPLES OF WORK

Directs and coordinates all aspects of the most complex information technology activities for an agency or organization in accordance with applicable laws, rules, regulations, policies and procedures;

Discusses agency goals, mandates and major initiatives with executives and top management and defines the overall role of information technology in the achievement of those objectives;

Develops long-range plans for all information technology resource requirements for an agency or organization including any required formal planning documents;

Establishes overall information technology policies and procedures, oversees their implementation and approves major deviations and revisions;

Determines the organizational structure of information technology staff and directly supervises technical information technology staff to include IT Programmers or Programmer Analysts or manages such staff through subordinate supervisors or managers;

Reviews and approves budget requests and budget justifications related to information technology personnel and equipment and exercises overall budget direction;

Establishes performance standards and reviews and evaluates separate and integrated information technology activities to determine if program objectives are being accomplished;

Establishes and maintains effective standards and procedures to ensure overall data security and integrity and to facilitate disaster recovery;

Oversees contract negotiations and approves final recommendations for the purchase of new computer hardware and software or the enhancement of existing equipment and systems;

Prescribes and oversees the professional development and technical training of staff;

Represents the agency or organization before federal, state or local officials to provide information, coordinate joint projects, meet funding requirements and comply with legal mandates;

Maintains a working knowledge of the "state-of-the-art" in the concepts of information systems;

May contact similar information technology organizations in other agencies or in other states to formulate standards for the authorized exchange of records and information;

Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
