A Fiscal Services Administrator II is the managerial level of work directing and coordinating fiscal activities to include accounting, budgeting or auditing for a secretariat level department or independent agency, or administering specialized fiscal programs involving commercial enterprises, revenue bonds, independent investments or financial analysis of private corporations. Positions are classified in the Fiscal Services Administrator series only if not properly classified elsewhere in the professional fiscal class series for accounting, budgeting or auditing. Employees in this classification directly supervise professional fiscal staff to include Accountants, Agency Budget Specialists, Financial Compliance Auditors or Internal Auditors or manage such staff through subordinate supervisors or managers.
Employees in this classification receive managerial supervision from a chief of fiscal services or other designated administrator.
Position allocation within this series is determined by relative job evaluation among similarly functioning positions using the fiscal classification factors. The fiscal factors are: complexity (variety); formulation of new techniques or procedures; authority to change work procedures or methods; supervisory controls; supervision of others; and knowledge required by the position.
Fiscal Services Administrator I-VI is differentiated from Fiscal Services Chief I and Fiscal Services Chief II based on the span of control or complexity of work. Fiscal Services Administrator I-VI are responsible for one of the following: all fiscal services for a secretariat level department or independent agency, prescribing and disseminating fiscal policies and procedures; located at the headquarters of a secretariat level department or independent agency and exercise technical control over Fiscal Services Chiefs and other fiscal staff in the field; or administer specialized fiscal programs involving commercial enterprises, revenue bonds, independent investments or financial analysis of private corporations that are more complex than the accounting duties of a Fiscal Services Chief. Fiscal Services Chief I and Fiscal Services Chief II are responsible for overseeing all fiscal services for one or more State facilities, local departments of social services or local health departments in accordance with fiscal policies and procedures prescribed and disseminated by a chief of fiscal services and fiscal staff at the headquarters of a secretariat level department or independent agency.
Directly supervises professional fiscal staff to include Accountants, Agency Budget Specialists, Financial Compliance Auditors or Internal Auditors or manages such staff through subordinate supervisors;
Develops, implements and manages new and revised fiscal policies, procedures and standards;
Develops, implements and maintains effective internal controls to insure the accuracy and reliability of fiscal records and to protect fiscal resources from fraud and waste;
Implements and maintains performance standards and reviews and evaluates fiscal activities, records and reports to determine if they provide a basis for making sound fiscal judgments and if program objectives are being met;
Prepares, analyzes and interprets financial, statistical and narrative reports of fiscal services, activities and projects;
Meets with upper-level management, State and federal officials, representatives of financial institutions, auditors and vendors to discuss and resolve fiscal issues;
Supplies information for the departmental budget and financial plan;
Reviews legislative audit reports and reports by outside auditors, develops audit responses and implements corrective action plans;
Maintains a working knowledge of the latest developments in automated fiscal systems;
May direct and coordinate the activities of staff engaged in budgeting, accounting and auditing for a secretariat level department or independent agency;
May administer a specialized fiscal program involving commercial enterprises, revenue bonds, independent investments or financial analysis of private corporations;
May oversee the professional development and technical training of fiscal staff;
May participate in major contract negotiations by reviewing financial segments of specifications, analyzing bid proposals and recommending for final selections from a fiscal perspective;
May represent the agency before federal or State officials, outside financial institutions and control agencies to provide information, coordinate joint projects, meet funding requirements and comply with legal mandates;
May contact similar fiscal organizations in other agencies or other states to formulate standards for the authorized exchange of records and information;
Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
