NATURE OF WORK

A Registered Nurse Manager Medical is the managerial level of work planning and coordinating the provision of nursing care for a nursing division for all shifts within a facility.   Employees in this classification directly supervise Registered Nurse Supervisors or Registered Nurses Charge and through them indirectly supervise subordinate staff.

Employees in this classification receive managerial supervision from an Assistant Director of Nursing or Director of Nursing. Employees may be subject to call-in and overtime based on staffing needs. The work is usually in a residential or inpatient treatment facility providing twenty-four hour care. Employees are required to observe infection control precautions in order to prevent contamination and spread of disease. The work may require the lifting and positioning of non-ambulatory patients and the lifting of wheelchairs and other heavy equipment. The work may require long periods of standing, walking, bending and reaching.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Registered Nurse Manager is differentiated from the Registered Nurse Supervisor in that the Registered Nurse Manager has responsibility for the provision of nursing care for a nursing division for all shifts in a facility and directly supervises Registered Nurse Supervisors or Registered Nurses Charge while the Registered Nurse Supervisor has responsibility for twenty-four hour supervision of a unit or is a shift supervisor for one or more wards, cottages or units and has supervisory responsibility for Registered Nurses and Registered Nurses Charge.

EXAMPLES OF WORK

Analyzes the division's nursing program and develops and implements needed changes;

Assesses educational needs of nursing staff and works with in-service training personnel to develop, implement and evaluate educational programs;

Supervises subordinate supervisors in providing nursing care for the division and evaluates and counsels assigned staff;

Collaborates with the Director of Nursing and the Assistant Director of Nursing in the design, development, implementation and evaluation of philosophy, objectives, standards, and policies, regulations, guidelines and nursing practices and interprets them to other administrative personnel and health care agencies;

Represents nursing on agency/facility and statewide committees as assigned;

Coordinates recruitment, selection and assignment of the nursing personnel necessary to implement the nursing program;

Collaborates with educational and clinical nursing leaders to coordinate nursing programs;

May provide direct nursing care as needed;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of principles and practices of nursing administration and of quality health care;

Knowledge of the principles, practices and theory of the registered nursing process;

Knowledge of clinical practice and interdisciplinary collaboration;

Knowledge of State and federal laws and regulations affecting nursing practice; Skill in analyzing health care delivery in multiple settings by various health professionals;

Skill in coordinating the nursing administrative function with personnel from other disciplines;

Skill in providing instruction to professional nursing and non-professional health care staff;

Ability to develop and prepare comprehensive nursing program reports;

Ability to make decisions and to appropriately delegate responsibility for the implementation of those decisions;

Ability to communicate effectively with patients and their representatives and health department personnel as well as other community health, welfare and educational agencies;

Ability to establish effective working relationships with community health, welfare and educational agencies, patients and their families, and the general public.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in Nursing or a health-related field from an accredited college or university.

Experience: Four years of experience as a Registered Nurse to include two years in the Medical option and one year in a supervisory, administrative or consultative capacity.

Notes:

1. Candidates may substitute the possession a Master's degree in Nursing or a health-related field from an accredited college or university and two years of experience as a Registered Nurse in the Medical option for the required education and experience.

2. Candidates may substitute six years of experience as a Registered Nurse to include three years in a supervisory, administrative or teaching capacity in the Medical option for the required education and experience requirements.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing and Hospital Administration specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Employees in this classification are subject to call-in and, therefore, will be required to provide the facility with a phone number at which they can be reached.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
