NATURE OF WORK

A Police Officer Sergeant DGS is the supervisory level of law enforcement work for the Department of General Services.  Employees in this classification supervise lower-level Police Officers and other security personnel.

Employees in this classification receive general supervision from a Police Officer Manager or other designated ad official.  Employees may be subject to call‑in duty during emergencies and staffing shortages and may work a rotating shift, holidays and weekends.  Employees may be required to work outdoors in all types of weather conditions.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Police Officer Sergeant DGS is differentiated from the Police Officer III in that the Police Officer Sergeant DGS has supervisory responsibility for lower-level Police Officers while the Police Officer III assigns, reviews and approves the work of and trains lower-level Police Officers.  The Police Officer Sergeant DGS is differentiated from the Police Officer Manager in that the Police Officer Manager has supervisory for Police Officer Sergeants and managerial responsibility for a staff of Police Officers on an assigned shift.

EXAMPLES OF WORK

Supervises Police Officers and building guard personnel on an assigned shift;

Ensures all posts are staffed by making periodic rounds throughout the shift;

Trains and instructs Police Officers concerning post assignments, traffic control, alarm controls and communications apparatus;

Testifies in court in connection with arrests made during the shift;

Coordinates staff efforts in the enforcement of criminal laws and agency rules and regulations;

Directs and participates in rendering aid at the scene of emergencies;

Authorizes use of Criminal Information Justice System by subordinate staff;

Prepares and maintains financial, statistical and special reports;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the criminal, civil and traffic laws of Maryland;

Knowledge of agency policies, rules and regulations concerning police duties;

Knowledge of Maryland State motor vehicle laws and regulations;

Knowledge of investigative techniques;

Ability to supervise;

Ability to care for and use firearms;

Ability to react quickly and calmly during emergency situations in order to bring situations under control;

Ability to respond to the general public in an effective and tactful manner;

Ability to prepare accurate reports.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Police Training Commission regulation.

Experience: Three years of experience as a certified law enforcement officer.

Notes: 

1. The above educational requirement is set by the Maryland Police Training Commission in accordance with Public Safety Article, Section 3-207, Annotated Code of Maryland.

2. Candidates may substitute the possession of an Associate of Arts degree from an accredited college or university in law enforcement, criminology or related social sciences for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Protective Service classifications or Law Enforcement specialty codes in the Military Police Officer field of work on a year-for-year basis for the required experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess a Police Officer certification as required by the Maryland Police Training Commission at the time of application.

2. Applicants for this classification, formerly certified by the Maryland Police Training Commission as a Police Officer within the past three years and are eligible for recertification at the time of appointment, meet the certification requirement for this classification.  The recertification criteria are listed in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01, available at the Maryland Police Training Commission.

3. Employees in this classification may be required to possess or obtain a special police commission in accordance with Public Safety Article, Section 3-209, Annotated Code of Maryland.  

SPECIAL REQUIREMENTS

1.  Selection standards for Police Officer certification are established by the Maryland Police Training Commission in accordance with Public Safety Article, Section 3-207, Annotated Code of Maryland.  These selection criteria are listed in detail in the Code of Maryland Regulation Title 12, Subtitle 04, Chapter 01 and include the following:

U.S. Citizenship

Must be at least 21 years of age

Satisfactory background investigation, including a check of criminal history

Oral interview

Physical examination

Possession of a driver's license valid in the State of Maryland.

2. Employees in this classification are subject to call-in on a 24 hour basis and must provide a telephone number where they can be reached.

3. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis as required by the Maryland Police Training Commission.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.  

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit I- Sworn Police Officers classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
