NATURE OF WORK

A Security Attendant Supervisor, Hospital Police is the supervisory level of law enforcement work governing the safety and protection of personnel, patients and property at Clifton T. Perkins Hospital where care is provided to mentally ill offenders, patients or residents who have been judged not criminally responsible for committing felonies; and to those who are too violent for a regular hospital or residential setting and who have been deemed dangerous to themselves or others.  Employees in this classification supervise lower-level Security Attendants, Hospital Police.

Employees in this classification receive general direction from a Security Attendant Manager or another administrative official.  Employees are assigned to day, evening, night or rotating shifts.  Employees are subject to call-in during emergencies and staffing shortages.  Employees may be required to move and position patients or apply physical restraints.  Employees may be required to work outdoors in all types of weather conditions.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Security Attendant Supervisor, Hospital Police is differentiated from Security Attendant III Hospital Police in that the Security Attendant Supervisor, Hospital Police has supervisory responsibility for all of the lower-level commissioned police Security Attendants in the Clifton T. Perkins Hospital while the Security Attendant III, Hospital Police assigns, reviews and approves the work of and trains lower- level Security Attendants, Hospital Police.  The Security Attendant Supervisor, Hospital Police work is distinguished from Police Officer Sergeant work in that at least 25% of the duties of a Security Attendant Supervisor, Hospital Police pertain to supervising activities that involve direct custody of patients.

EXAMPLES OF WORK

Supervises lower-level Security Attendants Hospital Police assigned to Clifton T. Perkins Hospital;

Assures that all posts are covered, that all patrols are performed, that all personnel are alert and that all hospital police are properly uniformed and equipped;

Coordinates staff efforts in the enforcement of criminal laws, hospital rules and regulations; Instructs security personnel in the location and operation of fire detecting systems, alarm systems and other safety and security systems;

Supervises the search for patients who have left hospital grounds and their return to the institution;

Trains and instructs new police officers in assignments, procedures and writing reports;

Prepares and maintains financial, statistical and special reports;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the criminal, civil and traffic laws of Maryland;

Knowledge of modern methods and procedures used in maintaining order in buildings and on grounds among visitors, employees and patients; Knowledge of hospital policies, rules and regulations concerning police duties;

Knowledge of making arrests and of the care and use of restraining equipment;

Knowledge of first aid practices;

Ability to train and supervise employees, make their assignments and evaluate their performance;

Ability to prepare concise and accurate reports;

Ability to deal effectively with patients, visitors and other personnel;

Ability to communicate effectively, both orally and in writing;

Ability to control acutely disturbed and potentially dangerous patients.

MINIMUM QUALIFICATIONS

Education:   High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Police Training Commission regulation.

Experience: Three years of experience as a commissioned law enforcement officer.

Notes:

1. The above educational requirement is set by the Police and Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Military Police classifications or Military specialty codes in the security field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification may be required to complete a special health related training course as required by the Maryland Department of Health.

3. Employees in this classification must possess a Police Officer certification or a special police commission as required by the Maryland Police Training Commission at the time of application.

4. Employees in this classification who have secured a special police commission must obtain a handgun permit in accordance with Public Safety Article, Title 5 Firearms, Section 303 Handgun Permits, of the Annotated Code of Maryland.

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a Correctional Officer during their probationary period, (Correctional Services Article, Section 8-209).  Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:

U.S. Citizenship or Resident Alien Status

Must be at least 21 years of age

A completed background investigation

Oral interview

Physical examination.

2. Employees in this classification are subject to call 24 hours a day and, therefore, will be required to provide the facility with a telephone number where they can be reached.

3. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
