NATURE OF WORK

A Security Attendant Manager II is one of two levels of managerial work involving the security and care of patients at Maryland Department of Health (MDH) facilities where care is provided to mentally ill offenders, patients or residents who have been judged not criminally responsible for committing felonies; and to those who are too violent for a regular hospital or residential setting and who have been deemed dangerous to themselves and others.  Employees in this classification manage the work of Security Attendants through the direct supervision of Security Attendant Managers I.

Employees in this classification receive managerial supervision from a designated institutional official.  Employees are assigned to day shifts and are subject to 24 hour on-call duty.  Employees may be required to move and position patients or apply physical restraints.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Security Attendant Manager II is differentiated from the Security Attendant Manager I in that Security Attendant Manager II has complete responsibility for directing all three security shifts in a maximum security MDH facility while the Security Attendant Manager I is responsible for the overall security operations of an assigned shift in a maximum security MDH facility.   

EXAMPLES OF WORK

Carries full responsibility for the direction of security operations in a maximum security MDH facility;

Briefs subordinate supervisory staff on changes in security procedures and regulations, activities and incidents, staffing and personnel changes.

Coordinates the inspection and search of patients, visitors, wards, grounds, work locations and other areas for unauthorized objects or materials;

Surveys the MDH facility, personnel and patient population and makes recommendations to correct any existing or potential security risks;

Prepares methods and procedures for maintaining the maximum security of the institution;

Schedules escort services for the proper transportation of patients;

Prepares budgeting requests;

Approves requisition and supply requests;

Counsels staff on violations of rules and regulations, makes recommendations for the promotion and disciplining of staff;

Participates in staff interviews;

Reviews reports prepared by subordinate Security Attendants and decides appropriate action to be taken;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the control and movement of individuals and groups of patients committed to a maximum security MDH facility;

Knowledge of MDH facility policies and security measures;

Knowledge of methods and procedures for the maintenance of a maximum security MDH facility;

Knowledge of the general practices of modern psychiatric care;

Knowledge of the principles and practices of supervision;

Ability to direct a staff of Security Attendants in a maximum security MDH facility;

Ability to train and supervise employees, make their assignments and evaluate their performance;

Ability to coordinate inspections, searches and rounds;

Ability to develop, interpret and assist in the enforcement of MDH facility policies and regulations;

Ability to secure the cooperation of medical, nursing or other staff in coordinating patient services with procedures required for secure custody of patients;

Ability to propose and implement security methods and procedures to insure an environment conductive to the diagnosis, treatment and rehabilitation of patients;

Ability to act quickly in emergencies and to direct others in coping with unusual and emergency situations;

Ability to maintain records and prepare complete and concise reports.

MINIMUM QUALIFICATIONS

Education:   High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: Four years of experience providing security to patients or inmates or youths committed by courts to psychiatric hospitals, correctional facilities or juvenile detention centers, two years of which must have been in a position that included supervisory responsibility.

Notes:

1. The above educational requirement is set by the Police and Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Correctional Officer/Specialist classifications or Internment/ Resettlement Specialist and Correctional specialty codes in the security field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees who have not already done do must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a Correctional Officer during their probationary period, (Article 41, Section 4-301). Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:

U.S. Citizenship or Resident Alien status

Must be at least 21 years of age

A complete background investigation

Oral interview

Physical examination.

2. Employees in this classification are subject to call 24 hours a day and, therefore, must have a telephone at their place of residence.

3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
