NATURE OF WORK

A Maryland State Police (MSP) Aviation Quality Assurance Inspector II is the one of two administrative levels of technical work engaged in the inspection of turbine powered and piston powered aircraft according to Federal Aviation Administration (FAA) regulations and manufacturers’ specifications. Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a MSP Aviation Quality Assurance Chief Inspector or other higher-level administrator. Employees are assigned shift work, including holidays and weekends, and are subject to 24-hour on call duty during emergencies and staff shortages. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more. Work may be performed outdoors under a variety of weather conditions.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The MSP Aviation Quality Assurance Inspectors I and MSP Aviation Quality Assurance Inspector II are differentiated from the MSP Aviation Quality Assurance Chief Inspector in that the lower-level MSP Aviation Quality Assurance Inspectors have full and final authority for the inspection of all aircraft prior to their return to service, while the MSP Aviation Quality Assurance Chief Inspector is responsible for an aircraft inspection program and has supervisory responsibility for lower-level MSP Aviation Quality Assurance Inspectors.

EXAMPLES OF WORK

Inspects the work of the MSP Aviation Maintenance Technicians, MSP Aviation Lead Maintenance Technicians, MSP Avionic Technicians and MSP Aviation Maintenance Control Supervisors;

Certifies that the quality of work is in compliance with Federal Aviation Administration (FAA), Maryland State Police (MSP) and the manufacturer’s specifications prior to the release of an aircraft from the maintenance repair facility or after the completion of emergency repairs at a remote location;

Evaluates discrepancies and recommends proper courses of action;

Evaluates aircraft components and structures to determine serviceability;

Implements airworthiness directives, manufacturer service letters, service bulletins, information notices and technical publications to insure the airworthiness of all aircraft;

Determines that appropriate aircraft inspections have been performed properly;

Prepares necessary inspection records, reports, and forms;

Manages a progressive Quality Assurance Inspection Program;

Maintains records of all precision measuring, balancing and test equipment and ensures that calibration checks required to keep this equipment in usable condition are performed;

Maintain regular contacts with FAA Inspectors on issues relating to the operation of a certified repair station facility;
Instructs aircraft technicians on proper repair techniques;

Drives to aircraft maintenance facilities at various locations to inspect aircraft;

Suggests modifications to aircraft maintenance procedures;

Wears the appropriate protective gear;

May identify, tag, and accept incoming material including new parts and supplies;

May perform hands-on aircraft maintenance during periods of peak workload;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the diagnosis of problems and the repair of components associated with turbine and piston powered aircraft;

Knowledge of the policies and procedures related to the repair of aircraft including Federal Aviation Administration rules and regulations;

Knowledge of inspections necessary to determine the airworthiness of aircraft;

Skill in preparing the necessary records, reports and forms related to the inspection and maintenance of aircraft on a computer;

Ability to plan, coordinate, inspect and evaluate the work of MSP Aviation Maintenance Technicians, MSP Aviation Lead Maintenance Technicians, MSP Avionic Technicians and MSP Aviation Maintenance Control Supervisors;

Ability to work independently;

Ability to lead and assign tasks;

Ability to instruct subordinate maintenance personnel on maintenance tasks to include maintenance flights.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience working as an MSP Aviation Quality Assurance Inspector I.

Notes:

Candidates may substitute on a year-for-year basis verifiable previous experience as an inspector working for the Maryland State Police, Aviation Command for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess a valid and current FAA Airframe and Powerplant Mechanic Certificate.

2. Employees in this classification must possess a current FAA Inspection Authorization.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore, will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
