NATURE OF WORK

A Maryland State Police (MSP) Aviation Maintenance Training Coordinator is the full performance level of technical work conducting initial and recurring training to all aviation maintenance personnel. Employees in this classification are responsible for executing the Training Program, maintaining training manuals and ensuring the Repair Station is in compliance with Federal Aviation Administration (FAA) rules and regulations. Employees in this classification does not supervise other positions.

Employees in this classification receive general supervision from the MSP Aviation Support Supervisor.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Addresses the Command’s needs to identify and comply with overall training requirements and individual employee training requirements;

Defines the areas of study, courses and lessons to be made available to the employees;

Identifies the training sources and methods available to employees for the areas of study, courses, and lessons;

Documents employee qualifications and training;

Measures the effectiveness of the training program and make changes as necessary;

Ensures compliance with all of the components of the Repair Station Training Manual;

Makes recommendations to improve repair station policies, procedures, and instructions;

Conducts an annual review of the training program to verify any changes that might affect training and analyzes the measure of training effectiveness;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of FAA Repair Station Manual;

Knowledge of the essential job functions for maintenance personnel working in the Repair Station;

Knowledge of creating and instructing lesson plans;

Ability to plan, organize, direct and control activities;

Ability to identify problems and recommend appropriate solutions;

Ability to communicate effectively;

Ability to exercise independent judgment and initiative.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of repair station experience.

Note: Candidates may substitute previous Aviation experience in record management for up to two years of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective  bargaining and all positions in those agencies are excluded from collective bargaining.
