NATURE OF WORK

A Maryland State Police (MSP) Aviation Maintenance Control Supervisor II is a supervisory level of technical work engaged in planning, programming and managing aircraft maintenance workflow and the application of manpower to specific jobs. Employees in this classification are responsible for conducting documentation audits and aircraft inspections to ensure compliance with Federal Aviation Administration (FAA) regulations, directives and manufacturer specifications. Employees in this classification supervise MSP Aviation Lead Maintenance Technicians, MSP Aviation Maintenance Technicians, MSP Aviation Section Maintenance Technicians and MSP Avionics Technicians.

Employees in this classification receive general supervision from the MSP Director of Maintenance or a higher-level administrator. Work may be performed outdoors under a variety of weather conditions. Employees are assigned shift work including holidays and weekends and are subject to 24-hour on call duty during emergencies and staff shortages. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more. Employees perform the work outdoors under a variety of weather conditions.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Plans, coordinates, assigns, supervises, evaluates the work of MSP Aviation Lead Maintenance Technicians, MSP Aviation Maintenance Technicians, MSP Aviation Section Maintenance Technicians and MSP Avionics Technicians;

Controls aircraft maintenance schedules and manpower work assignments on a daily basis;

Programs aircraft maintenance workflow for the upcoming week and projects requirements thirty days in advance;

Manages upcoming maintenance into the daily workflow;

Ensures repair parts are in place prior to inducting an aircraft into scheduled maintenance;

Conducts periodic audits of aircraft records to insure compliance with FAA regulations and manufacturer specifications;

Conducts daily production control meetings with all aircraft maintenance technicians and supervisors to ensure unity of effort and efficient workflow;

Adjusts daily maintenance workflow to accommodate unscheduled maintenance;

Performs technical inspections of aircraft before and after work completion to ensure compliance with FAA regulations, manufacturer specifications and preparation for airworthiness inspections;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of FAA aircraft inspection standards, record requirements, and general manufacturer processes for aircraft maintenance procedures;

Knowledge of inspection procedures required to ensure aircraft will pass airworthiness inspections;

Knowledge of diagnosing problems and the repair of components associated with turbine engine rotary wing aircraft;

Skill in planning, programming and managing aircraft maintenance production and the application of manpower;

Skill in preparing records, reports, and forms relating to the inspection and maintenance of aircraft;

Skill in planning, coordinating and assigning daily, weekly and monthly workflow aviation maintenance workflow processes and manpower;

Skill in leading and supervising subordinate employees;

Skill in communicating effectively with peers and subordinates;

Ability to work independently;

Ability to lead and assign tasks;

Ability to instruct subordinate maintenance personnel on maintenance tasks to include maintenance flights.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience working as a MSP Aviation Maintenance Control Supervisor I.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess a valid and current FAA Airframe and Powerplant Mechanic Certificate.  

2. Employees in this classification must possess a current FAA Inspection Authorization.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore, will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
