A Maryland State Police (MSP) Aviation Maintenance Technician I is one of three levels of technical work engaged in the maintenance of turbine powered aircraft according to Federal Aviation Administration (FAA) regulations and manufacturers’ specifications. Employees in this classification are normally required to maintain proper agency or unit forms and records pertaining to the aircraft. Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a MSP Aviation Maintenance Control Supervisor or other designated higher-level administrator. Employees are assigned shift work including holidays and weekends and are subject to 24-hour on call duty during emergencies and staff shortages. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more.

Employees may perform the work outdoors under a variety of weather conditions.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The MSP Aviation Maintenance Technician I, MSP Aviation Maintenance Technician II and MSP Aviation Maintenance Technician III perform the full range of duties under general supervision. The MSP Aviation Maintenance Technician I, MSP Aviation Maintenance Technician II and the MSP Aviation Maintenance Technician III are differentiated on the basis of total years of aircraft maintenance experience and certification. The MSP Aviation Maintenance Technician I requires two years of experience in aircraft maintenance and actively engaged in aircraft maintenance within the last six months. The MSP Aviation Maintenance Technician II requires five years of aircraft maintenance experience and actively engaged in aircraft maintenance within the last six months. The MSP Aviation Maintenance Technician III requires ten years of aircraft maintenance experience, five years must be experience maintaining turbine helicopters and must possess a current FAA Inspection Authorization.

Performs daily inspections and preventative maintenance;

Performs routine, periodic major inspections, normally every 100 hours;

Replaces major and minor components during overhaul, normally every 1200 hours;

Installs engines during overhauls;

Rigs flight controls;

Performs emergency repairs in the field, as necessary;

Manages a progressive maintenance schedule;

Upkeeps tools and ground support equipment;

May be responsible for general care and cleaning of aircraft and aviation equipment;

Performs other related duties.

Knowledge of the diagnosis of problems and repair of components associated with turbine powered aircraft;

Knowledge of the policies and procedures related to the repair of aircraft including FAA rules and regulations;

Skill in preparing proper agency or unit forms and records pertaining to the aircraft as required by the MSP Aviation

Maintenance Control Supervisor;

Ability to understand and follow instructions;

Ability to maintain a harmonious working relationship with other employees;

Ability to communicate effectively.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in aircraft maintenance and actively engaged in aircraft maintenance within the last 6 months.

Notes:

1. Candidates may substitute graduation from a Federal Aviation Administration’s Part 147 Aviation Maintenance Technician School for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Aviation Machinist Mate classification or Aviation, Aerospace Maintenance, or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a year-for-year basis for the required experience.

1. Employees in this classification must possess a valid FAA Airframe and Powerplant Mechanic License within three (3) months after the date of hire.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore, will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
