A Maryland State Police (MSP) Aviation Lead Maintenance Technician I is one of two lead levels of technical work engaged in the maintenance of turbine powered aircraft according to Federal Aviation Administration (FAA) regulations and manufacturers’ specifications and is normally required to maintain proper agency or unit forms and records pertaining to the aircraft. Employees in this classification do not supervise other positions but do assign, review, and approve the work of and train lower-level MSP Aviation Maintenance Technicians and MSP Avionics Technicians.

Employees in this classification receive general supervision from a MSP Aviation Maintenance Control Supervisor or other designated higher-level administrator. Employees in this class are assigned shift work including holidays and weekends and are subject to 24-hour on-call duty during emergencies and staff shortages. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more. Employees may perform the work outdoors under a variety of weather conditions.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The MSP Aviation Lead Maintenance Technician I and MSP Aviation Lead Maintenance Technician II are differentiated from the lower-level MSP Aviation Maintenance Technicians and MSP Avionics Technicians in that the MSP Aviation Lead Maintenance Technician I and MSP Aviation Lead Maintenance Technician II assign, review, and approve the work of and train lower-level MSP Aviation Maintenance Technicians and MSP Avionics Technicians while the MSP Aviation Maintenance Technicians and MSP Avionics Technicians perform the full range of duties and responsibilities under general supervision. The MSP Aviation Lead Maintenance Technicians are differentiated from the MSP Aviation Maintenance Control Supervisors in that the MSP Aviation Maintenance Control Supervisors have supervisory responsibility for lower-level MSP Aviation Maintenance Technicians and MSP Avionic Technicians.

Assigns, reviews and approves the work of lower-level MSP Aviation Maintenance Technicians and MSP Avionics Technicians;

Trains and provides advice and guidance to journeyman MSP Aviation Maintenance Technicians and MSP Avionics Technicians;

Leads the maintenance efforts of an assigned work crew of MSP Aviation Maintenance Technicians and MSP Avionics Technicians;

Oversees and coordinates the work of the assigned crew, mentors and trains crew members on maintenance tasks with which they may not be familiar;

Performs all of the essential functions of a MSP Aviation Maintenance Technician;

Performs inspections of scheduled 25, 50, and 75 hour aircraft maintenance;

Performs daily inspections and preventative maintenance on turbine powered aircraft;

Performs routine, periodic and major inspections at designated intervals;

Replaces major and minor components;

Removes and installs engines;

Rigs flight controls;

Performs emergency repairs in the field;

Participates in a progressive maintenance schedule;

Prepares proper agency or unit forms and records pertaining to the aircraft;

May be responsible for general care and cleaning of aircraft and aviation equipment;

Performs other related duties.

Knowledge of the diagnosis of problems and repair of components associated with turbine powered aircraft;

Knowledge of the policies and procedures related to the repair of aircraft including FAA rules and regulation;

Knowledge of inspections necessary to determine the airworthiness of aircraft and its various component parts;

Skill in preparing proper agency or unit forms and records pertaining to the aircraft as required by the MSP Maintenance Control Supervisors;

Skill in preparing records, reports, and forms relating to the inspection and maintenance of aircraft;

Skill in communicating effectively with peers and subordinates;

Ability to train, assign and review the work of lower-level MSP Aviation Maintenance Technicians and MSP Avionics Technicians;

Ability to understand and follow instructions;

Ability to maintain effective working relationship with other employees.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of turbine helicopter maintenance experience.

Notes: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Aviation Machinist Mate classifications or Aviation, Aerospace Maintenance, or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a year-for-year basis for the required experience.

1. Employees in this classification must possess a valid and current FAA Airframe and Powerplant Mechanic License.

2. Employees in this classification must possess a current FAA Inspection Authorization within 3 months of hire or date of promotion.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore, will be required to possess a motor vehicle operator's license valid in the State of Maryland.    

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective  bargaining and all positions in those agencies are excluded from collective bargaining.
