NATURE OF WORK

A Maryland State Police (MSP) Aviation Ground Service Equipment (GSE) Technician is the full-performance level of technical work engaged in servicing and maintaining, keeping in good order, all Ground Service Equipment.  Employees in this classification keep the Aviation Command with safe and reliable equipment that meets all local and governing laws.  Employees in this classification does not supervise other positions.

Employees in this classification receive general supervision from a MSP Aviation Support Supervisor.  Employees are subject to 24-hour on call duty during emergencies.  The work is performed at either a central maintenance repair facility or at remote locations.  The work may require lifting components or equipment weighing 50 lbs. or more. Employees may perform the work outdoors under a variety of weather conditions.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Operates and drives all types of GSE equipment- motorized and non-motorized;

Performs and shows competence in preventive maintenance per established schedules on all GSE;

Provides troubleshooting and diagnostic assessments of GSE as required;

Removes malfunctioning GSE from service and ensures GSE is not returned to service until malfunction has been property diagnosed and repaired;

Responds to emergency service calls as well as accidents involving GSE;

Completes all maintenance/repair documentation;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of GSE;

Knowledge of hydraulics;

Knowledge of reports;

Ability to learn hydraulic systems;

Ability to understand and apply laws, regulations and procedures, applicable to GSE;

Ability to identify problems and recommend appropriate solutions;

Ability to communicate effectively;

Ability to exercise independent judgment and initiative;

Ability to work independently.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Three years of experience working in the mechanical field.

Note: Candidates may substitute the successful completion of a mechanical education at an accredited trade school for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.   As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
