A HCD System Administrator III is the senior, full performance level of work responsible for installing, configuring, and maintaining enterprise software systems, in close support of business programs for the Maryland Department of Housing and Community Development (HCD).  Employees in this classification provide timely, and creative solutions to end-user computer and networking problems of a complex nature to ensure end-user productivity.  HCD, as a housing finance agency, offers a broad range of financial services that include bond finance, mortgage lending, municipal and small business lending, cashflow loans, tax credit programs and loan servicing, as well as housing voucher and grant administration for community revitalization.  HCD’s commercial partnerships and stakeholders include community and investment banks, sub-services, trustees and bond holders.  HCD's lending and financing programs are inherently time critical, and there are extensive dependencies on personally identifiable information (PII), as well as other sensitive and non-public information.   Employees in this classification have extensive interactions with software/database developers, and network professionals at partner organizations, and all levels of program (line-of-business) staff.  Employees in this classification do not supervise other positions.

Employees in this classification receive minimal supervision.

Positions in this classification are evaluated by using by the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The HCD System Administrator I, HCD System Administrator II and HCD System Administrator III are differentiated on the basis of the degree of supervision exercised by the supervisor over these employees and the autonomy and complexity of assignments.  The HCD System Administrator I performs the work under close supervision.  The HCD System Administrator II performs the duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.  The HCD System Administrator III performs the full range of duties and responsibilities under general supervision.


Enables the Department to expediently respond to opportunities and challenges via Information Technology;

Ensures long-term requirements of systems operations and administration are included in the organization’s information systems plans;

Manages complex enterprise software systems, which may be on-premises, or hosted or on the Cloud;

Performs software installations and upgrades to multi-user systems and layered software solutions;

Schedules installations and upgrades, and maintains enterprise software in accordance with IT policies and procedures;

Monitors/tunes enterprise software for optimum performance;

Ensures data/media recoverability, by implementing a schedule of backups and database archives;

Conducts routine audits of workstations and servers to ensure compliance with established standards, policies, and configuration guidelines;

Participates in development of IT policies, security controls, disaster recovery, and standard operating procedures;

Performs other related duties.


Knowledge of line-of-business programs, their respective missions, and the role of information technology;

Knowledge of operating systems, network communication equipment (switches, routers, access points, media and NICs, and file servers, storage arrays, printer spoolers);

Knowledge of ip networks, and client-server architecture;

Skill in designing and enhancing the functions of local and wide-area networking, as well as network account metadata and infrastructure, such as via Active Directory;

Skill in tracing and diagnosing application processing;

Skill in synthesizing multiple products and technologies into a blended, hybrid solution using niche products;

Skill in automating and monitoring recurring tasks;

Skill in delivering solutions and achieving outcomes via Information Technology;

Ability to analyze organizational needs, architect business solutions, and monitor/administer systems/software to optimize performance;

Ability to use acquired institutional knowledge to achieve organizational efficiencies;

Ability to understand programs needs of computers and software and technology;

Ability to recognize data-connectivity requirements;

Ability to deploy and administer virtual computers.


Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience administering multi-tiered client-server software systems with multi-layers of application security in an organization with extensive level of program integration and reliance on technology.


1. Candidates may substitute the possession of a Bachelor's degree in Information Systems, Applied Technology or Computer Science from an accredited college or university and three years of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required experience.

2. Candidates may substitute fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for one year of the required experience.

3. Candidates may substitute completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for one year of the required experience.

4. Candidates may substitute experience in one of the following areas: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing, and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.


Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
