NATURE OF WORK

A Revenue Administrator III is one of six levels of staff and/or management work in tax administration within a division of the Comptroller’s Office.   Employees in this classification may be a principal program chief, an assistant to a higher level Assistant State Comptroller or Revenue Administrator, or a staff specialist within a division of the Comptroller’s Office.  Employees in this classification are concerned with the promulgation of policies, rules, regulations, methods, and procedures for the purpose of implementing and promoting compliance with the tax and accounting laws, and prescribing systems for reporting, accounting for and distributing tax revenues to the various political subdivisions.   Employees in this classification exercise independent judgment in the interpretation and application of laws, rules, regulations, policies, and procedures regarding the various phases of the administrative process.  Employees in this classification are required to have varied public contacts and usually at high levels.  Employees in this classification also render advice and assistance to businesses concerning their special tax and/or accounting problems.  Employees in this classification supervise auditing, accounting, investigating, technical specialists, fiscal/revenue operations managers and/or clerical support staff.

Employees in this classification receive and function under administrative direction from a higher level Assistant State Comptroller or Revenue Administrator.  Work effectiveness is evaluated through conferences and completed reports in terms of the achievement of program goals.

Specific classification levels within the Revenue Administrator I-VI class series are determined primarily on the basis of classification factors common to all positions in the series.  These factors typically are: (1) complexity; (2) formulation of new techniques or procedures; (3) authority to change work procedures or methods; (4) supervisory controls; (5) supervision of others; (6) knowledge required by the position.

EXAMPLES OF WORK

Plans, organizes, and directs or assists in the direction of the operation of a specialized administrative or revenue unit or section in a division of the Comptroller’s Office;

Administers the laws of the division;

Devises and implements or assists in devising and implementing systems, methods, and procedures for the control, recording, and processing of transactions, the maintenance of records and accounts, and the preparation of reports in order to assure the effective operation of the section or unit;

Recommends changes in or revisions of the particular laws administered for improvements in the administration, enforcement and execution thereof;

Reviews or assists in the review of audit reports and evaluates or assists in the evaluation of audit findings for conformity with the laws, policies, unusual ramifications, or applications of the revenue laws;

Designs, evaluates, revises, and/or approves for publication tax reporting forms;

Prepares or assists in the preparation of statistical reports on the operations unit or section regarding the results of its work, especially in the area of revenues;

Answers inquiries and complaints of taxpayers and the general public;

Devises or assists in devising methods and systems for the administration of new or amended laws;

Prepares or assists in the preparation of instructions, guidelines, checklists, and procedures for the use of subordinates to achieve desired uniformity of systems and interpretations of policy, rules, and regulations for the handling of typical work situations;

May provide coordination between the Comptroller and his staff, the various divisions, and members of the General Assembly, in special projects;

May provide pertinent facts and statistics for the State Comptroller and/or Chief Deputy Comptroller;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, at the expert level of proficiency, of the theory, principles and practices of accounting, auditing, and bookkeeping;

Knowledge of Maryland revenue laws and appertaining rules, regulations, and their application;

Knowledge of principles and practices of governmental accounting, budgeting, and public personnel administration;

Knowledge of office management;

Knowledge of techniques of interviewing, examining, investigating, auditing, and reporting;

Knowledge of legal processes for prosecuting violators of the tax laws;

Knowledge of the elementary concepts of information technology theories and methods;

Ability to plan, organize, and direct the work of others;

Ability to interpret all State laws, tax rules, and regulations;

Ability to train and supervise subordinates;

Ability to develop and maintain an effective work force;

Ability to maintain a harmonious relationship with the public; business officials, and fellow employees;

Ability to present recommendations.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of professional work experience in auditing, accounting, tax law, general management, or customer service. One year of this professional work experience must have involved supervising revenue administrators, accountants, or auditors, or providing legal advice requiring the interpretation of tax laws in the capacity of a tax professional, or having been in a responsible administrative or management capacity. 

Notes:

1. Candidates may substitute the possession of an associates degree for two years of the required experience in auditing, accounting, tax law, general management, or customer service.

2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for four years of auditing, accounting, general management, and customer service experience. 

3. Candidates may substitute 30 college credits from an accredited college or university for one year of the required experience up to three years of experience in auditing, accounting, tax law, general management, or customer service.

4. Candidates may substitute graduate education in an academic field related to the required experience from an accredited college or university for the required experience. 

5. Candidates may substitute the possession of a Certified Public Accountant (CPA) License for six years of the required experience.

6. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in accounting and budget classification or accounting and budget specialty codes in the tax examining field of work on a year-for-year basis for the required experience.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to travel in the performance of the duties.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a driver’s license valid in the State of Maryland.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
