NATURE OF WORK

A Field Records Representative II is the full performance level of work in field liaison activities involving the establishment and improvement of crime record systems and criminal identification procedures.  Employees in this class coordinate and assist law enforcement and criminal justice agencies in the interpretation and application of Uniform Crime Reporting guidelines as well as general crime statistics reporting, filing and use in accordance with promulgated rules, regulations and policies.  The work of the classification involves direct contact with representatives of various criminal justice agencies, analysis of existing criminal records systems, explanation and interpretation of standard crime reporting guidelines, and assistance in the design and installation of adequate reporting, filing and records keeping systems by criminal justice agencies. Employees in this classification do not supervise other positions, but may provide guidance and advice to lower-level Field Records Representatives.

Employees in this classification receive general supervision from the Director or Assistant Director of the Central Crime Records Repository or other administrators.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The Field Records Representative I and Fields Records Representative II are differentiated based on the degree of supervisory control exercised by the supervisor over these employees.  The Field Records Representative I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed, while the Field Records Representative II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Acts as a liaison between the criminal records central repository and local and state criminal justice agencies;

Assists police, judicial and correctional officials in identification principles and procedures, inquiry information via remote telecommunication terminals, record keeping and crime reporting standards;

Provides guidance in the proper use of crime statistics for management purposes;

Develops recommendations for establishing or improving crime reporting systems and criminal records systems;

Develops informational material and training manuals for use by reporting agencies;

Serves as consultant to local and State agencies regarding crime information systems;

Provides training and guidance to lower level Field Records Representatives;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the nature and use of criminal records, identification techniques and crime reporting;

Knowledge of management information systems;

Knowledge of principles and practices of filing and records management;

Knowledge of general police organization and function;

Knowledge of the general procedures of the criminal justice system;

Knowledge of general statistical analysis techniques;

Knowledge of crime information systems;

Ability to conduct analytical studies and to formulate and present logical conclusions and recommendations;

Ability to establish and maintain effective working relationships with others;

Ability to coordinate the work of subordinates.

MINIMUM QUALIFICATIONS

Education:   Completion of at least 60 credit hours at an accredited college or university.

Experience: Two years of experience as a sworn police officer in a state, federal, county or municipal police force and two years of experience analyzing, designing, and installing crime reporting and record keeping systems.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Applicants are subject to a thorough background investigation prior to employment.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit B- Administrative, Technical and Clerical classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series. In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
