NATURE OF WORK

An Unemployment Insurance (UI) Specialist Supervisor II is supervisory work involving responsibility for the direction of a major Unemployment Insurance phase or program in a large local office.  Employees in this classification supervise the unit supervisors and outline program objectives, recommending methods of implementation.  Employees in this classification exercise of considerable independent judgment in interpreting and directing the application of policies and the exercise of imagination in the formulation of plans of action.  Employees in this classification are required to conduct continuous reviews and analyses of the operations supervised and to share the responsibility for the attainment of overall program objectives. Employees in this classification are responsible for the direction and review of subordinate supervisors and for the overall administration of their subordinate staff.

Employees in this classification works under the administrative review of the Office Manager or a higher level administrative supervisor who is generally available for consultation on matters of policy interpretation and application. Work is evaluated through conferences and reports in terms of the achievement of program goals.

EXAMPLES OF WORK

Assists an Office Manager in planning, organizing, directing, and reviewing work performed by a large subordinate staff comprised of professional and clerical personnel;

Evaluates the efficiency of subordinate supervisory personnel in terms of the attainment of program objectives;

Outlines new policies and procedures based on federal recommendations and changing legal requirements to subordinate supervisory personnel;

Formulates procedural changes to comply with directives of the Office Manager or higher level administrator;

Reassigns subordinate personnel as necessary within the scope of supervisory responsibility;

Conducts conferences with a supervisory staff to discuss recommendations for personnel actions and to evaluate efficiency reports;

Represents the Employment Security Administration at meetings outside the Department;

Supervises special projects as assigned by the area Office Manager or higher level administrator;

Consolidates plans of action submitted by subordinate supervisors;

Resolves issues involving policy interpretations and clarification of operating procedures;

Resolves disputes and complaints of employers, claimants, and the general public where departmental policies and procedures are at issue;

Reviews and advises in the dissemination of public information regarding Unemployment Insurance programs;

Represents a major part of the Unemployment Insurance program at departmental staff meetings;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, at the expert level of understanding, of the benefit provisions of federal and State laws, rules and regulations pertaining to Unemployment Insurance;

Knowledge, at the expert level of understanding, of legal procedures and methods as they apply to Unemployment Insurance benefits;

Knowledge of labor conditions within the State;

Knowledge of current national and local social and economic problems;

Knowledge of business organization and procedures;

Knowledge of local office operations and procedures;

Knowledge of supervisory principles and techniques;

Knowledge of the principles and practices of public personnel administration;

Knowledge of system analysis and work simplification techniques;

Knowledge of the elementary concepts of programs and services available in the Employment Service Division or special programs for the disadvantaged in the Employment Security Administration;

Ability to organize and assign workload for maximum efficiency and effectiveness;

Ability to direct, coordinate, and review the activities of a large subordinate staff comprised of professional and clerical personnel;

Ability to coordinate the activities of the subordinate staff and with the total program of the Employment Security Administration;

Ability to conduct continuing analyses of staff performance and progress and prepare plans of action for subordinate supervisors;

Ability to effectively represent the Unemployment Insurance Division to industrial, civic, and governmental leaders in the local office area;

Ability to coordinate and evaluate the plans of action prepared by subordinate supervisors;

Ability to elicit the respect of subordinates, co-workers and the general public.

MINIMUM QUALIFICATIONS

Education:   None.

Experience: Two years of full-time paid employment in the Maryland State government as an Unemployment Insurance Specialist III or IV or equivalent classification in the Employment Security Administration.

                                                   OR

One year of full-time paid employment in the Maryland State Government as an Unemployment Insurance Specialist Supervisor I or equivalent classification in the Employment Security Administration.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
