NATURE OF WORK

An Unemployment Insurance Associate Supervisor I is the first supervisory level of work directing a unit responsible for taking and processing claims, making minor determinations or performing other functions under the Maryland Unemployment Insurance Law.  Employees in this classification supervise lower-level Unemployment Insurance Associates, Unemployment Insurance Aides or general clerical staff.

Employees in this classification receive general supervision from an Unemployment Insurance Supervisor or other administrator.

Position allocation in the Unemployment Insurance Associate Supervisor classification series is determined on the basis of relative job evaluation among similarly functioning positions.  The Unemployment Insurance Associate Supervisor I and the Unemployment Insurance Associate Supervisor II differ in the number of staff supervised.

EXAMPLES OF WORK

Plans, coordinates, organizes, assigns, and reviews the work of a unit composed of lower-level Unemployment Insurance Associates, Unemployment Insurance Aides or general clerical staff;

Evaluates the efficiency of the paraprofessional and clerical individuals assigned to the unit;

Trains newly assigned employees in departmental policies, procedures and programs;

Reviews Unemployment Insurance forms for accuracy, completeness and conformance with federal and State unemployment insurance laws, rules and regulations;

Maintains files of correspondence, forms and other materials;

Performs the work of a lower-level Unemployment Insurance Associate, as required;

Compiles statistical data and prepares reports from that data;

Installs and directs work procedures;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the provisions of federal and State laws, rules and regulations pertaining to Unemployment Insurance;

Knowledge of legal procedures and methods as they apply to the determination of Unemployment Insurance benefits;

Knowledge of Unemployment Insurance programs, policies and procedures;

Knowledge of interviewing techniques and practices;

Knowledge of supervisory practices and techniques;

Knowledge of principles and practices of public personnel administration;

Skill in interviewing applicants to obtain the information necessary to comply with the mandates of the unemployment insurance program;

Skill in entering and maintaining applicant data and information into automated systems such as the Maryland Automated Benefit System (MABS);

Ability to analyze and appraise facts, evidence and precedents;

Ability to draw valid conclusions from documentary evidence;

Ability to select, train, and develop lower-level Unemployment Insurance Associates, Unemployment Insurance Aides and clerical staff;

Ability to present ideas effectively;

Ability to coordinate the work of the unit with other units in the office and other units in the department;

Ability to communicate effectively;

Ability to establish and maintain working relationships with administrators, managers, other supervisors, co-workers, the general public, applicants, and employers.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in unemployment insurance involving the detailed examination, technical development and adjudication of claims for benefits or the investigation of claims as authorized by the Maryland Unemployment Insurance Law.

OR

Four years of experience in unemployment insurance central office operations performing paraprofessional work. Two years of this experience must have involved the supervision of employees performing unemployment insurance work.

1. These requirements are established by the Maryland Department of Labor by the authority provided in the Labor and Employment Article, Title 8, Section 305 of the Annotated Code of Maryland and the Maryland Department of Budget and Management does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Human Resources Management classifications or Human Resources Management specialty codes in the unemployment insurance claims or contributions field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
