An Assessor Supervisor, Real Property is the supervisory level of work performing real property assessments for residential tax assessment purposes. Employees in this classification supervise a team of lower-level Assessors whose duties entails the timely completion of reassessments, sales reviews, building permitted work, residential appeals and Computer Assisted Mass Appraisal (CAMA) functions.
Employees in this classification receive general supervision from an Assessor Manager, Real Property, an Assessments Assistant Supervisor and/or Supervisor of Assessments. The work may require travel throughout Maryland.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Assessor Supervisor, Real Property is differentiated from the Assessor Advanced, Real Property in that the Assessor Supervisor, Real Property has supervisory responsibility for lower-level Assessors, Real Property while the Assessor Advanced functions independently in determining market value indexes, recommending resolution of first level appeals or preparing and defending Property Tax Assessment and Appeal Board and Maryland Tax Court cases. The Assessor Supervisor, Real Property is differentiated from the Assessor Manager, Real Property in that the Assessor Manager, Real Property has supervisory responsibility for Assessor Supervisors, Real Property.
Supervises, trains, reviews and evaluates the work of lower-level Assessors, Real Property who perform various real property assessment duties;
Schedules and tracks the activities and assignments of a team of lower-level Assessors, Real Property to ensure that department objectives and deadlines set by the Assessor Manager, Assessments Assistant Supervisor and Supervisor of Assessments are met;
Supervises the inspection of property to be appraised and the recording of technical details such as: type, grade and quality of building facilities, mechanical equipment, plumbing, heating, air-conditioning, electrical systems and other structural components;
Oversees, maintains and operates accounts in the Computer Assisted Mass Appraisal (CAMA) database system, by updating database tables, running queries, reports and edits, and monitoring and correcting weekly account errors;
Provides technical support to staff, within an assessment office;
Conducts and oversees the appraisal and recordation of costs data resulting from the site improvements, physical condition of the property, depreciation and economic or functional obsolescence;
Conducts on-site property inspections related to triennial reassessments, permitted work and appeals;
Answers questions from lower-level Assessor staff and other parties regarding assessment methods and procedures, the residential appeals process and CAMA database functions;
Consults with the Supervisor of Assessments, Assistant Supervisor, Real Property and Assessor Manager, Real Property regarding assessment functions and appeal challenges;
Reviews sales ratio and statistics reports from the building model indexes set by lower-level Assessors;
Recommends building indexes to the Supervisor of Assessments, Assistant Supervisor, Real Property and Assessor Manager, Real Property that are in adherence to the applicable standards;
Testifies before the Maryland Tax Court;
Substitutes for lower-level Assessors as required;
Performs other related duties.
Knowledge of the principles of supervision;
Knowledge of the methods involved in the valuation of real property;
Knowledge of building specifications and construction materials used in real properties;
Knowledge of Tax Property Article Statutes, department regulations and procedures;
Knowledge of Microsoft Word, Excel, CAMA valuation database and other valuation software used in the valuation of real property;
Ability to inspect and analyze the type, grade and quality of building facilities, mechanical equipment, plumbing, heating, air-conditioning, electrical systems or other structural components;
Ability to prepare complex appraisals of real properties;
Ability to create and run valuation database queries;
Ability to analyze and interpret statistical sales data, sales conveyance types and sales modeling used with indexes;
Ability to plan and direct the activities of subordinate employees and instruct them in their duties and responsibilities;
Ability to read, interpret and understand tax maps, land records and other real property assessment data;
Ability to communicate effectively.
Experience: Eight years of experience , four years of appraisal experience estimating the value of real property performed in accordance with provisions of the Uniform Standards of Professional Appraisal Practice Code and, four years of appraisal experience involving the tax assessment valuation of real property with the completion of the International Association of Assessing Officers Course 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation.
Notes:
1. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for the four years of appraisal experience estimating the value of real property according to the provisions of the Uniform Standards of Professional Appraisal Practice Code.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year-for-year basis for the required appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code.
1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
2. Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an "Inactive " status.
3. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit S, Supervisor. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
