NATURE OF WORK

The Deputy Director of Hospitals for Maryland Department of Health (MDH) facilities (both CI and non-CI) is a Management Service position that functions as the sole Deputy Director for all Maryland Department of Health (MDH) inpatient facilities, with responsibility to formulate and implement policies, guidelines and procedures for all facilities. This position reports to the Director of Hospitals of MDH.

 

EXAMPLES OF WORK

Coordinates and monitors the State-wide continuum of hospital services;

Utilizes operations and clinical expertise to ensure the proper operation of MDH facilities;

Plans and develops new service programming;

Coordinates Performance Improvement across MDH Operations;

Coordinates Utilization Review and Analytics across MDH Operations;

Coordinates Staff Development and Training across MDH Operations;

Provides specialized programmatic, consultative and service to MDH Operations;

Directs and coordinates all activities of all MDH in-patient facilities, which are unique to the agency and its mission;

Establishes overall policies and procedures for all MDH facilities, oversees implementation and approves revisions;

Establishes and evaluates program goals, standards and controls to meet program objectives;

Oversees and manages the personnel and financial resources of all MDH facilities;

Recommends, develops, implements and updates strategic long-and short-range plans to support the philosophy and goals of all MDH facilities;

Develops and improves management techniques and practices;

Ensures clinic compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies.

Develops short and long-range plans for program operations and resources;

Determines organizational structure and staffing needs of the program(s);

Oversees development and training of program staff;

Plans, coordinates, supervises and evaluates the work of MDH’s CEOs of facilities;

Maintains professional affiliations and enhances professional development to keep current in the latest health care trends and developments;

Performs other related duties.

As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
