NATURE OF WORK

A Treasury Specialist II is the intermediate level of staff work in Treasury management.  Employees in this classification generally assist higher level Treasury Specialists or administrative staff in the day-to-day maintenance of Treasury records, the preparation of specialized reports, and processing of fiscal transactions.  Employees in this classification may be responsible for a specialized phase of the Treasury function of requiring limited variation from established practices and procedures. Employees in this classification, performing the above duties. are expected to refer unusual or questionable items to a superior with specific recommendations for solutions.  Employees in this classification have contacts with the public and/or State officials that are structured to the routine of standard business.  Employees in this classification have contacts are that concerned primarily with the acquisition or dissemination of information rather than with achieving solutions to problems of significant impact or scope in Treasury operations or management.  Employees in this classification do not supervise other Treasury Specialists but may supervise clerical or accounting/clerical support positions.

Employees in this classification receives moderate supervision from higher level Treasury Specialists or other administrative staff personnel within the Treasurer’s Office. Work effectiveness is evaluated by the timeliness, quality and completeness of assigned projects and by the soundness of recommendations presented.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

EXAMPLES OF WORK

Supervises posting of bond, insurance and related ledgers, and the maintenance of related documentation;

Establishes work schedules and schedules for the receipt of information;

Assists in the resolution of problems with other State agencies concerning receipts, disbursements, adjustments and corrections;

Prepares requisitions and maintains inventory of checks and other supplies;

Prepares necessary reports and financial statements of moderate complexity;

Participates in complex studies of established procedures and practices, independently performs such studies when of limited scope;

Determines investments or reimbursements from agencies and arranges for necessary purchases;

Researches legal references to include in documents pertaining to bond sales;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the elementary principles and practices of public and private business administration;

Knowledge of function of government and organization of government agencies;

Knowledge of reference and research methods and techniques used in the collection, compilation and organization of data and information;

Knowledge of methods and techniques used in organization and coordination of studies and analysis of procedures;

Knowledge of basic analytical principles and techniques;

Knowledge of basic statistical procedures and techniques;

Knowledge of modern office practices and procedures;

Knowledge of office management, business practices and equipment;

Knowledge of the use of interpersonal skills;

Knowledge of the introductory theories of accounting and auditing;

Knowledge of the principles and practices of public financing, including budgetary operations and State rules and regulations concerning fiscal operations;

Knowledge of principles and practices of investment, insurance, State and municipal financing and attendant problems;

Ability to comprehend, interpret and evaluate financial and economic statements, reports and analyses;

Ability to interpret and comply with fiscal regulations and controls;

Ability to initiate action and exercise sound judgment;

Ability to prepare and present information and recommendations clearly and effectively;

Ability to obtain and evaluate information through personal contact with others;

Ability to establish and maintain effective working relationships with subordinates, peers and superiors;

Ability to use tact and discretion in dealing with others.

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university including or supplemented by at least 18 credit hours in accounting, business administration or equivalent business subjects.

Experience: Two years of full-time employment in responsible public administration, business administration, and/or accounting or auditing.

                                                                                 OR

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate, including or supplemented by 18 credited hours in business administration, accounting, or equivalent business subjects from an accredited college or university.

Experience: Six years of experience in responsible public administration, business administration, and/or accounting or auditing.

                                                                                OR

Experience: One year of experience as an entry level Treasury Specialist.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience and education.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
