NATURE OF WORK

A Treasury Specialist I is the entry level of staff work in Treasury management.  Employees in this classification generally assist higher level Treasury Specialists or administrative staff in the day-to-day maintenance of Treasury records, the preparation of specialized reports, and processing of fiscal transactions.  Employees in this classification may be responsible for a specialized phase of the Treasury function of restricted scope requiring only limited variation from established practices and procedures.  Employees in this classification are expected to refer unusual or questionable items to a superior with specific recommendations for solutions.  Employees in this classification have contacts with the public and/or State officials that are closely structured to the routine of standard business.  Employees in this classification have contacts that are concerned primarily with the acquisition or dissemination of information rather than with achieving solutions to problems of significant impact or scope in Treasury operations or management.  Employees in this classification do not supervise other Treasury Specialists but may supervise clerical or accounting/clerical support positions.

Employees in this classification receive close supervision from higher level Treasury Specialists or other administrative staff personnel within the Treasurer’s Office. Work assignments increase in scope and become progressively more responsible, at this level of work.  Work effectiveness is evaluated by the timeliness, quality and completeness of assigned projects and by the soundness of recommendations presented.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

EXAMPLES OF WORK

Supervises routine posting from source documents to journal and ledger accounts;

Assists in supervising the reconciliation of bank accounts and in the maintenance of related records;

Assists in the placement recording, and settlement of investments;

Maintains inventory of checks and supplies under supervision;

Prepares reports and financial statements of restricted scope and complexity;

Contacts Departmental officials and fiscal control agency staff to secure information necessary to the resolution of problems;

Participates in studies of established procedures and practices;

Performs other related duties.  

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the introductory level of theory of accounting and auditing;

Knowledge of principles and practices of investment, insurance, and State and municipal financing and attendant problems;

Knowledge of principles and practices of public and private business administration of function of government and organization of government agencies;

Knowledge of reference and research methods and techniques used in the collection, compilation and organization of data and information;

Knowledge of methods and techniques used in organization and coordination of studies and analysis of procedures;

Knowledge of basic analytical principles and techniques;

Knowledge of basic statistical procedures and techniques;

Knowledge of modern office practices and procedures;

Knowledge of office management, business practices and equipment;

Knowledge of use of interpersonal skills;

Ability to initiate action and exercise sound judgment;

Ability to prepare and present information and recommendations clearly and effectively;

Ability to obtain and evaluate information through personal contact with others;

Ability to establish and maintain effective working relationships with subordinates, peers and superiors;

Ability use tact and discretion in dealing with others.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university including or supplemented by at least 18 credit hours in accounting, business administration or equivalent business subjects.

Experience: One year of full time employment in responsible public administration, business administration, and/or accounting or auditing.

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate, including or supplemented by 18 credit hours in business administration, accounting, or equivalent business subjects from an accredited college or university.

Experience: Five years of experience in responsible public administration, business administration, and/or accounting or auditing.

Notes:

1. Candidates may substitute two additional years of insurance or investment work in the State Treasurer’s Office for the 18 credit hours of required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience and education.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
