This is highly responsible administrative work directing and coordinating a major human service program or assisting in the direction and coordination of a more complex program or group of programs. The employee in this classification exercises considerable independent judgment in the interpretation and application of laws, procedures and regulations in connection with various phases of the administrative process. The work requires that the employee assist in the formulation of departmental policies. The employee devises and installs work procedures and administrative controls, and assists and guides the staff in overall planning of the activities of the program and reviews the operating efficiency of the program. Public contacts required of the employee are wide, varied and frequently at high levels.
The employee in this classification receives administrative direction from the director of the department and/or from a designated higher level-administrator. Work effectiveness is evaluated through conferences and reports in terms of the achievement of program goals. The employee exercises general direction over all of the technical, professional and clerical employees assigned to the program.
Directs or assists in the direction of the activities of an assigned human service program;
Plans, organizes and supervises the work of assigned subordinate personnel;
Reviews and assists in the development of departmental policies and programs;
Makes recommendations to the director of the department concerning new or revised legislation affecting the department;
Promotes the work of the department through frequent contact with interested groups and individuals;
Represents the department in a liaison capacity with officials of other agencies concerning administrative activities;
Develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program;
Supervises the preparation of the budget for the assigned program;
Performs other necessary duties as required.
Expert knowledge of the principles, practices and procedures of business and public administration; of modern office management methods.
Working knowledge of the principles and practices of governmental accounting and budgeting and public personnel administration; of organizational structures, staffing patterns and administrative controls.
Elementary knowledge of data processing theories and methods.
Ability to plan, organize and direct the work of others; to develop and install administrative procedures and to evaluate their efficiency and effectiveness; to present recommendations clearly and concisely; to exercise judgment and discretion in applying and interpreting departmental policies and procedures; to establish and maintain harmonious working relationships with other administrative officials and the general public; to exercise initiative, imagination and sound judgment in making decisions conforming with laws, rules, regulations and policies.
Education: Possession of a bachelor’s degree from an accredited four-year college or university.
Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.
1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.
2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.
