NATURE OF WORK

A Waterways Improvement Technician III is the technical and supervisory level of work in the area of waterways improvements with certain administrative responsibilities.  Employees in this classification must apply the skills and techniques acquired through training and experience to assist in the administration of the Waterways Improvement and Infrastructure Program of the Maryland Department of Natural Resources Chesapeake Bay Affairs.  Employees in this classification have the responsibility for carrying out assignments, including providing engineering design for such waterways projects as piers, jetties, bulkheads, etc., and supervising or providing supervision for their construction.  Employees in this classification are responsible for the review of applications for funds from County Commissioners or equivalent political bodies declared to be qualified as Waterways Improvement Districts by approval or rejection of such plans as well as proposing appropriate recommendations to improve the plans.  Employees in this classification are responsible for estimating the cost of clearing wrecks and debris from navigable waters of the State, that are not within the scope of operations of the United States Army Corps of Engineers.  Employees in this classification have considerable personal contact with County Commissioners, County Councils, other municipal officials and with the general public.  Employees in this classification exercise supervision over lower-level Waterways Improvement Technician and field crews of the Waterways Improvement and Infrastructure Program.

Employees in this classification receives administrative direction from the Director or Assistant Director of the Waterways Improvement and Infrastructure Program.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Waterways Improvement Technician III is differentiated from the Waterways Improvement Technician II in that the Waterways Improvement Technician III has supervisory responsibility for lower-level Waterways Improvement Technicians while the Waterways Improvement Technician II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Reviews petitions and proposals for the establishment of Waterways Improvement Districts;

Recommends requests for appropriation of funds necessary to pay the State’s share of the cost of waterway projects;

Provides engineering design for waterways projects;

Provides liaison with the United State Army Corps of Engineers on waterway projects; Estimates the cost of clearing wrecks and debris from navigable waters under State jurisdiction;

Supervises the operation of a variety of marine building equipment during the construction of piers, bulkheads, jetties and the dredging of channels and areas for the building of marinas and boat ramps;

Aids in designing and estimating the cost of bulkheads, retaining walls, and jetties;

Makes final inspection of jobs receiving State aide under the waterways improvement program;

Interprets construction specifications and approves changes;

Prepares and submits necessary cost estimates and progress reports of all waterways projects;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, at the expert level of proficiency, of navigation and boat operations;

Knowledge, at the expert level of proficiency, of the methods and materials used in building piers, bulkheads, and jetties;

Knowledge of the Chesapeake Bay and other Maryland tidewaters;

Knowledge of the rules and regulations of the U.S. Coast Guard and the Maryland Boat Act;

Knowledge of the design of piers, bulkheads and jetties;

Knowledge of the methods used in dredging operations;

Ability to prepare engineering designs for waterway projects;

Ability to estimate costs of bulkheads, retaining walls, jetties and dredging operations;

Ability to interpret specifications;

Ability to sound bottoms and take samples;

Ability to supervise operations of boats, cranes, pile drivers, and hydraulic equipment.  

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high or possession of a high school equivalency certificate.

Experience: Eight years of experience in marine construction activities, including design and construction of piers, bulkheads and jetties; two years must have been in a supervisory position in the field of marine construction.

Notes:

1. Candidates may substitute engineering education at an accredited college or university (approved by the Accreditation Board of Engineering and Technology) on a year-for-year basis for the required non-supervisory experience.

2. Candidates may substitute U.S. Armed Forces military experience as a noncommissioned officer in marine construction classifications and specialty codes in the waterways construction and marine engineering field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

NOT APPLICABLE.

SPECIAL REQUIREMENTS

1. Some positions in this classification are assigned duties which require the candidates to be examined by a Physician. After an offer of employment, candidates for such positions will be given a medical examination to certify ability to perform essential job functions.

2. Employees in this classification must be willing to travel and be available for work in any part of the State, as work requires, subject to change of assignment.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
