NATURE OF WORK

A Sailor III is the lead worker level of manual work related to the performance of all regular and emergency duties required in deck service of a vessel operated by a State agency.  Employees in this classification are responsible for the maintenance, repair, and cleanliness of the vessel.  Employees in this classification, under certain conditions and under direction, may also steer a vessel either at the wheel on the bridge, or by using emergency apparatus in the stern.  Employees in this classification supervise lower-level Sailors assigned to the vessel.

Employees in this classification receive general supervision provided by the Master, other higher ranking crew members such as the Mate.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Supervises lower-level Sailors or crews of Sailors in keeping ship’s deck and deck equipment in clean and orderly condition;

Supervises a crew of Sailors in making minor repairs and otherwise maintaining vessels by chipping paint and painting;

Assists in docking and painting operations;

Splices wires and cables, breaks out rigs, and overhauls and stows running gear and hoisting mechanisms;

Overhauls lifeboats and lifeboat gear, and lowers and raises lifeboats;

Stows and removes cargo and equipment from hold;

Takes depth soundings;

Assists Master or Mate in operation of a vessel;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the maintenance requirements of vessels and ships;

Knowledge of lifesaving and firefighting equipment techniques;

Knowledge of the rules and regulations of the U.S. Coast Guard applicable to the operation of small boats in harbors of the United States;

Ability to navigate small motor craft;

Ability to interpret nautical charts;

Ability to supervise crews;

Ability to establish and maintain harmonious relationships with other crew members;

Ability to perform laborious manual tasks.

MINIMUM QUALIFICATIONS

Education:   None.

Experience: One year of experience in State service as a full performance level Sailor.

OR

Five years of experience engaged in the performance of ordinary Sailor duties aboard a vessel.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the sailors and marine oilers classifications sailors and marine oilers specialty codes in the sailors and marine oilers field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the care and transportation of passengers or guests. Employees assigned such duties may be required to possess a valid Merchant Mariner’s document issued by the U.S. Coast Guard endorsed as a Sailor. The certificate number should be listed on the application.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
