NATURE OF WORK

A Parole and Probation Regional Administrator is the management level of work responsible for field services planning, operations and direction of an Office of Regional Operations in the Division of Parole and Probation.  Employees in this classification are responsible for all of parole and probation field services performed by satellite offices within a designated geographical region.  Employees in this classification supervise Parole and Probation Field Supervisor II positions and Parole and Probation Assistant Regional Administrators responsible for planning, management and coordination of personnel and fiscal matters, criminal supervision and investigation programs, and specialized services.  

Employees in this classification receive managerial supervision from the Director of Parole and Probation Field Operations.  

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the a class specification.  

The Parole and Probation Regional Administrator is differentiated from the Parole and Probation Assistant Regional Administrator in that the Parole and Probation Regional has supervisory responsibility for Parole and Probation Assistant Regional Administrators, Parole and Probation Field Supervisor II positions and is responsible for all parole and probation field services in a designated region while the Parole and Probation Assistant Regional Administrator is  responsible for supervision of technical and administrative functions in an Office of Regional Operations.

EXAMPLES OF WORK

Administers all field operations of the Division of Parole and Probation within a designated geographical region;

Manages personnel assigned to the regional office and directs operations staff through supervision of Parole and Probation Field Supervisor II positions;

Supervises Parole and Probation Assistant Regional Administrator in the management of fiscal, personnel and physical resources for region field operations;

Coordinates criminal supervision, investigation services and related field activities in a region with State and local criminal justice officials, social welfare agencies, community service organizations and all units of the head-quarters office;

Represents the Division of Parole and Probation before all parties of interest in the region in explaining agency programs, policies, practices and procedures;

Acts as liaison to the headquarters administration in regional activities involving the Maryland Parole Commission, Interstate Compact Administration, Executive Clemency Investigations, and Division of Correction;

Prepares and justifies the annual plan and operating budget for the region and accounts for the expenditure of funds in budgets;

Conducts on-site reviews of operating efficiency of regional programs, policies, and procedures;

Provides analytical reports on the organization, administration and management of field offices in region;

Promotes public interest in agency activities through presentations before civic groups and professional organizations;

Evaluates training needs of staff and recommends technical development programs to the division training coordinator;

Keeps abreast of developments in the corrections field and the allied professions by observing trends, researching current literature of probation and parole innovations and participating in professional seminars and training workshops;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
