The Minority Business Enterprise Administrator I is one of two managerial levels of work involving the certification or recertification of a business as a minority business enterprise in the State's Minority Business Enterprise (MBE) Program. Employees oversee one or more functional areas such as the minority business enterprise certification or recertification process; program and business development activities relative to procurement, policies and procedures, laws and federal regulations, budget, and administration; community outreach activities and events; and department-wide contract compliance. Employees in this classification have supervisory or managerial responsibility for the work of other employees.
Employees receive managerial supervision from a designated administrative official. Employees in this classification may be required to work evenings and weekend hours. Work is generally performed in an office setting; however, travel and on-site inspections may involve exposure to varying weather conditions, extreme temperatures, fumes and smoke. On some assignments, employees may be required to wear protective clothing or safety equipment.
Position allocation within the Minority Business Enterprise Administrator series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.
The Minority Business Enterprise Officer V is differentiated from the Minority Business Enterprise Administrator I in that the Minority Business Enterprise Officer V supervises lower-level Minority Business Enterprise Officers. The Minority Business Enterprise Administrator I is differentiated from the Minority Business Enterprise Officer V in that the Minority Business Enterprise Administrator I oversee one or more functional areas such as the minority business enterprise certification or recertification process; program and business development activities relative to procurement, policies and procedures, laws and federal regulations, budget, and administration; community outreach activities and events; and department-wide contract compliance.
Manages and oversees the investigation of program complaints, overall program quality control, and department-wide contract compliance;
Manages program activities of MBE Officers and contractors;
Develops and implements policies and procedures for the certification/recertification process, including input regarding changes in program regulations;
Responds to contractors, contract compliance personnel, public officials, and private citizens regarding availability and eligibility of MBE firms and status of case files;
Provides training to staff in the areas of certification, recertification, database use/searches, and report writing;
Serves on special projects for the MBE program;
Serves as a panelist and speaker at MBE functions;
Responds to inquiries regarding program reports, constituent inquiries, and MBE Program-related queries;
Generates reports to determine appropriate goals, maintain quality control, and meet MBE goals;
May develop, implement and supervise program quality control measures such as database entries, file and record keeping, certification/recertification activities, and statistical reporting;
May provide written comments on proposed legislation and regulatory requirements;
May provide support for information technology enhancements for MBE database and website;
Performs other related duties.
Knowledge of government procurement processes, including bidding procedures, contract management, and goal-setting for MBE participation, is vital;
Knowledge of minority business enterprise laws, regulations and practices;
Knowledge of community organizations and resources available to assist in resolving discrimination problems affecting minority business groups;
Knowledge of demographic, social and economic conditions within the State of Maryland which relates to equal opportunity, equal access and fair practice for minority business individuals and groups;
Ability to communicate effectively with diverse stakeholders, including business owners, government officials, and internal teams;
Ability to analyze complex situations, devise effective solutions, and make timely decisions to address the specific challenges MBEs encounter;
Ability to set the long-term goals and objectives for the MBE program, defining actionable steps, and executing the plan to ensure objectives are met;
Ability to build strong relationships with stakeholders and effectively negotiate MBE contracts and agreements;
Ability to impartially investigate MBE complaints;
Ability to represent the agency as a subject matter expert for a significant component of an minority business enterprise program;
Ability to conduct studies, analyze data and make recommendations;
Ability to identify educational needs, develop formal MBE training programs and instruct others;
Ability to understand the needs and concerns of minority business owners and staff is critical for fostering trust and ensuring equitable treatment;
Ability to train, assign, review and approve the work of lower-level Equal Opportunity Officers;
Ability to communicate effectively with individuals, groups and organizations to resolve minority business enterprise issues.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
