NATURE OF WORK

This is the advanced level of work in chemical inspection and analysis of petroleum products for the enforcement of the Motor Fuel Inspection Law, administered by the Gasoline Tax Division of the Comptroller of the Treasury. An employee in this class functions as the supervisor of the petroleum laboratory for the Motor Fuel Inspection Program.

The employee is responsible for planning, organizing, directing and coordinating the operations of the laboratory. His decisions and recommendations are authoritative and have a far-reaching impact on a service station, truck stop, airport, bulk plant, marine terminal or any other establishment dealing in petroleum products, all of which must comply with the Motor Fuel Inspection Law.

Work of the position requires testing and analyzing petroleum products such as gasoline, diesel fuel, kerosene, fuel oil, etc., which are sold or transported through Maryland. The employee interprets results, prepares reports, and provides technical advice of findings.

The employee receives administrative direction from the Motor Fuel Inspector V or other designated gasoline tax official. The employee exercises a wide latitude of judgment and independence of action. Work effectiveness will be evaluated through conferences, review of reports and the contribution of the laboratory to the objectives of the program. The employee exercises general supervision over the staff of the petroleum products laboratory.

EXAMPLES OF WORK

Plans, assigns and supervises the work of the staff responsible for analyzing samples of gasoline, diesel oil, fuel oil, kerosene and other petroleum products for conformance with established standards and requirements;

Reviews and evaluates results obtained and prepares technical reports;

Coordinates the work of the laboratory with that of the entire Motor Fuel Inspection program;

Supervises the safety, order and cleanliness of laboratory areas and the installation and implementation of new equipment;

Testifies in court regarding findings of analyses;

Prepares detailed reports of the operation of the laboratory;

Performs other duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Extensive knowledge of the procedures and techniques used in making and interpreting organic chemical analyses; of safety precautions taken in the performance of these tests;

Thorough knowledge of the theoretical and practical limitations of established methods of analysis or testing of petroleum products;

General knowledge of the principles of operation of an internal combustion engine and the theory behind this operation; of modern employee supervisory techniques;

Ability in the use of routine chemical practices, techniques, specialized equipment, instruments and apparatus used in an analytical laboratory; to plan, organize and direct the operation of a moderately large laboratory; to prepare detailed reports of work performed.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a bachelor’s degree in chemistry or one of the related sciences, which shall have included a minimum of twenty-four semester hours in chemistry.

Experience: Three years of experience involving the performance of chemical analysis in a laboratory, at least one year of which must have been at the supervisory level.

Notes:

1. Possession of a master’s degree in chemistry may be substituted for one year of the required experience.

2. Possession of a doctorate degree in chemistry may be substituted for two years of the required experience.

OR Education: Graduation from an accredited four-year college or university, including a minimum of thirty semester hours in physical sciences.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in biomedical laboratory classification or biomedical laboratory specialty codes in the chemistry field of work on a year-for-year basis for the required experience and education.

Experience: Five years of experience involving the performance of chemical analysis in a laboratory, at least two years of which must have been at the supervisory level. Additional experience as defined above, at the supervisory level, may be substituted for up to two years of the required education on the basis of two years of supervisory experience for one year of college, provided he has the required thirty semester hours in the physical sciences.
