NATURE OF WORK

An Environmental Health Aide III is the full performance level of work in the field of environmental health conducting environmental health surveys and investigations to determine compliance with applicable health and environmental laws and regulations.  Employees in this classification do not supervise other positions but may provide advice and guidance to lower-level Environmental Health Aides.

Employees in this classification receive general supervision from a Sanitarian or Regulatory and Compliance Engineer/Architect.  Employees may be subject to 24-hour on-call duty and overtime.  The work may be performed at private homes, businesses, construction sites and other community settings where travel is required and the environment is often unpredictable.  The work may require use of safety equipment such as protective clothing, eyewear, and gloves.  The work may require walking over uneven and rocky surfaces, and bending or stooping in confined spaces and carrying specialized tools and testing devices.  Employees may be exposed to physical hazards such as toxic materials, fumes and other hazardous conditions.  Employees are required to observe infection control precautions in order to prevent contamination and the spread of disease.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Environmental Health Aide I, Environmental Health Aide II, and Environmental Health Aide III are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees.  The Environmental Health Aide I performs duties under close supervision.  The Environmental Health Aide II performs duties under close supervision at times and under general supervision at times depending on the complexity of the specific duty being performed.   The Environmental Health Aide III performs the full range of duties and responsibilities under general supervision.  The Environmental Health Aide III is differentiated from the Environmental Health Aide IV in that Environmental Health Aide IV assigns, reviews and approves the work of and trains lower-level Environmental Health Aides.

EXAMPLES OF WORK

Participates in environmental health surveillance surveys;

Collects and tests soil, water, waste or food samples;

Conducts soil percolation tests;

Maintains and operates air sampling stations to ensure compliance with air quality standards;

Collects, tests and inspects bedding and upholstering products;

Investigates complaints from the public regarding violations of environmental health laws and regulations;

Conducts insect, vermin, and rodent control activities;

Collects stream samples and gathers data relative to shoreline surveys to determine sewage violations;

Performs inspections of solid waste disposal systems and conducts weight and composition studies;

Cleans and cares for equipment;

Gathers data, maintains records and makes reports related to environmental health concerns;

May provide technical advice and guidance to lower-level Environmental Health Aides;

May assist in promoting water and sewage projects and in assuring compliance with water quality standards;

May serve as a member of X-ray survey teams;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of English, spelling, punctuation, grammar and basic arithmetic;

Knowledge of environmental health programs pertaining to public health concerns;

Knowledge of soil, water, air and food sampling techniques and methods;

Knowledge of laws and regulations relating to public health control of the environment;

Skill in working from blueprints, specifications and tracings;

Skill collecting, organizing and presenting information clearly and concisely;

Skill in collecting samples and gathering data;

Ability to prepare and present reports;

Ability to conduct studies and investigations;

Ability to establish and maintain working relationships with agency personnel and the general public.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in sanitation or closely related field.

Notes:

1. Candidates may substitute education at an accredited college or university on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit D, Health and Human Service Nonprofessionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
