NATURE OF WORK

An Unemployment Insurance (UI) Supervisor is supervisory work in the Unemployment Insurance Division of the Employment Security Administration involving responsibility for a major unemployment insurance function which is more clerical than technical in nature.  Employees in this classification serve as supervisors of sections (Wage Records, Employer Status and Files and Employer Accounts and other sections involved in the collection of employer contributions and the payment of unemployment insurance benefits) engaged in clerical functions which are complex and voluminous and frequently involve technical decisions.  Employees in this classification must coordinate the activities of a unit with the other functions of the Unemployment Insurance Division and must apply and interpret the laws, operations and procedures assigned to the section.  Employees in this classification must make interpretations and decisions on a daily basis, within established policy guidelines, and on the basis of prior experience with, and knowledge of, the agency.   Employees in this classification are required to exercise independent judgment and initiative in recommending new forms or procedures or solving problems that have an effect in other sections.  Employees in this classification are required to exercise considerable discretion and tact in dealing with the employees in the section, with supervisors in other sections and with the general public and mistaken judgments or erroneous solutions may cause serious administrative problems or complications.  Employees in this classification are responsible for providing direct supervision to a large group of clerical employees, or indirect supervision through several key clerical supervisors.

Employees in this classification receive only general direction and supervision from either the Chief of Benefits or Chief of Contributions.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and. Examples of Work sections of the class description.

EXAMPLES OF WORK

Directs the work of the Wage Records, Employer Status and Files, and Employer Accounts Sections of the Unemployment Insurance Division of the Employment Security Administration, or other contributions or benefit sections.

Coordinates and organizes the work of stenographers, clerks, and typists so as to provide for a smooth work flow through the peak and slack periods of work;

Makes decisions on problems of non-recurring nature for which there are no available guidelines or precedents;

Supervises and trains a group of clerical employees engaged in filing, posting and maintaining of a variety of records required by the Maryland Unemployment Insurance Law;

Recommends solutions to divisional and sectional administrative and procedural problems;

Prepares reports on the work of the section for the Chief of Benefits or the Chief of Contributions;

Assists in the development and revision of forms, methods and work procedures;

Handles inquiries and complaints from employers, employees, and representatives thereof;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of modern office practices, procedures, equipment and machines;

Knowledge of business arithmetic, grammar and English;

Knowledge of the principles and practices of office management and supervision;

Knowledge of the nature, function and operations of the Unemployment Insurance Division of the Employment Security Administration;

Knowledge of the laws, rules, regulations and procedures of the Employment Security Administration;

Knowledge of the legal and administrative problems and procedures involved in the collection of unemployment insurance contributions from employers and the payment of benefits to claimants;

Ability to supervise and train clerical employees;

Ability to schedule work assignments and coordinate the work flow;

Ability to use independent judgment and initiative in applying unemployment insurance laws, rules, and regulations;

Ability to assist in the development and implementation of forms, methods and work procedures;

Ability to maintain voluminous files and records;

Ability to establish and maintain effective working relationships with employers, employees and other personnel of the Employment Security Administration;

Ability to prepare reports on the work activity of a section.

MINIMUM QUALIFICATIONS

Education:   None.

Experience: Five years of experience in unemployment insurance work, two years of which must have been in the Maryland State government as Office Supervisor or equivalent classification in a central office unemployment insurance function.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
