NATURE OF WORK

A Park Services Supervisor is the supervisory level of work in programs of the state park system.  Employees in this classification are responsible for the operation of a small park facility and supervises the work of staff in all areas of park operations: visitor services, resource development and protection, facility, recreation, interpretive services, property management, collection and processing of park system revenue, concessions and maintenance.  Employees in this classification directly supervise one or more subordinate maintenance staff, Park Service Associates, administrative assistants, and may supervise clerical staff and short and long-term contractual positions.

Employees in this classification receive general supervision is received from a Park Services Assistant Manager, Park Services Manager or other higher-level designated managerial position.  Employees are subject to call-in, and may be required to work rotating shifts, weekends, holidays and to work outdoors in all kinds of weather.  The work may require lifting objects weighing twenty-five pounds or more.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Park Services Supervisor is differentiated from the Park Services Associate Supervisor in that the Park Services Supervisor is in charge of the overall park operation and has supervisory responsibility over programs of the state park system while the Park Services Associate Supervisor has supervisory responsibility for lower-level Park Services Associates.  The Park Services Supervisor is differentiated from the Park Services Assistant Manager and Park Services Managers in that the Park Services Assistant Manager and Park Services Managers have managerial responsibilities for park staff and have supervisory responsibility for lower-level supervisors.

EXAMPLES OF WORK

Supervises staff in operations such as park visitor services, resource development and protection, facility, recreation, interpretive services, property management, collection, processing of park system revenue, concessions and maintenance;

Designs and implements interpretive, recreational, resource management and operational programs and services;

Assigns work to staff and reviews completed assignments for conformance with policies, procedures and instructions;

Establishes work schedules for staff and implements operations planning;

Counsels staff on violations of rules and regulations and, when necessary, initiates disciplinary action;

Trains new employees in park system procedures and in the performance of their duties;

Interviews and hires staff;

Assures compliance with Maryland Department of Natural Resources regulations and policies in the state park system; Recommends expenditures for inclusion in the park system budget;

Assists capital program planners in planning for the development or expansion of the state park system;

Prepares various monthly, quarterly and annual financial and administrative reports;

Represents the park system at public meetings in the community;

Receives and responds to complaints concerning park system operations;

Coordinates with law enforcement and other public safety agencies concerning public safety, resource protection, law enforcement and on-site emergency response to natural, environmental or man-made emergencies;

Coordinates with other units of the Maryland Department of Natural Resources concerning fisheries, wildlife, forestry or environmental programs;

Prepares the budget for a small park facility;

Performs the duties of lower-level staff as necessary;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles of personnel management;

Knowledge of the principles of supervision;

Knowledge of the principles of budgeting;

Knowledge of the principles of ecosystem management;

Knowledge of the principles of resource-based recreation, development and management;

Knowledge of the principles of interpretation;

Knowledge of the principles of hospitality and tourism;

Knowledge of the methods of park operations, interpretation, and maintenance;

Knowledge of the historical, environmental and cultural aspects of Maryland’s state park system;

Knowledge of Maryland Department of Natural Resources park rules, regulations, policies and objectives;

Ability to supervise interpretation, operations and maintenance personnel;

Ability to communicate effectively;

Ability to plan, organize and carry through maintenance or construction projects;

Ability to effect State and departmental rules, regulations, policies and procedures;

Ability to use special equipment and tools.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of experience supervising personnel engaged in park or forest operations work and an additional four years of experience in park operations work.

Notes:

1. Candidates may substitute additional experience in park or forest operations work at the rate of two years for each year of the required supervisory experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in forestry, forest management, natural resources management, parks and recreation, business administration, education, history, social sciences, or a related natural science and two years of experience supervising personnel engaged in park or forest operations work for the required experience.

3. Candidates may substitute the possession of a Master’s degree from an accredited college or university in forestry, forestry management, nature resources management, parks and recreation, business administration, education, history, or a related natural resources field for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in general inspection, investigation, enforcement, and compliance classification or general inspection, investigation, enforcement, and compliance specialty codes in the inspection, investigation, enforcement, and compliance field of work on a year-for-year basis for the required experience and education, two years of which must have been in a supervisory capacity for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in 24 hours a day.

2. Employees in this classification may be subject to assignment in any county in the State. Upon permanent appointment, the employee may be required to reside in the county or region assigned.

3. Employees in this classification must be trained in First Responder Training or other equivalent first aid training

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
