NATURE OF WORK

A Licensing and Registration Technician III is the full performance level of work in the Department of Natural Resources involving the collection of revenue and information related to the issuance of boat titles and registrations, hunting and fishing licenses and commercial tidal fish licenses.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a Licensing and Registration Technician Supervisor or designated administrator.  The work is performed at headquarters or field offices.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Licensing and Registration Technician I, Licensing and Registration Technician II and Licensing Registration Technician III are differentiated on the basis of supervisory control exercised by the supervisor over these employees.  The Licensing and Registration Technician I learns to perform duties under close supervision.  The Licensing and Registration Technician II performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.  The Licensing and Registration Technician III performs the full range of duties and responsibilities under general supervision.  The Licensing and Registration Technician III is differentiated from the Licensing and Registration Technician Lead in that the Licensing and Registration Technician Lead assigns, reviews and approves the work of and trains lower-level Licensing and Registration Technicians.

EXAMPLES OF WORK

Examines and analyzes applications and supporting documents for legal sufficiency;

Verifies an individual’s eligibility for licenses, permits, titles or registrations and determines the appropriate action;

Issues official documents, such as hunting and fishing licenses and permits, and certificates of title for vessels;

Determines values of boats from established valuation guides;

Confers with out-of-state licensing and registration offices to verify ownership of vessels;

Calculates and collects required fees for hunting and fishing licenses and permits and for boat registrations and titles, which may include excise taxes, penalties and interest;

Answers questions from the general public about licensing, registration and certification regulations and procedures and associated programs and activities, and provides related customer services;

Recruits private businesses to act as licensing and registration agents for the State;

Instructs private businesses acting as licensing and registration agents on their legal and procedural responsibilities for conducting transactions such as selling hunting and fishing licenses, issuing boat numbers, temporary boat registrations and certificates of title, and collecting, transmitting and accounting for required fees;

Enters information on revenue generated by licensing and registration agents into computer programs and reconciles agents’ and boat dealers’ transaction reports;

Verifies close-outs of licensing and registration agents and boat dealers inventory of fishing and hunting licenses and permits, and boat numbers and temporary certificates of title and determines appropriate actions for shortages or overages;

Notifies Licensing and Registration Technician Supervisor of problems with agents’ and boat dealers’ accounts which may warrant investigation and action, such as license revocation, financial audit, contract cancellation or investigation for civil or criminal violations;

Calculates and reconciles fees collected from daily transactions;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the laws governing the Department of Natural Resources and departmental rules, policies and procedures associated with titling and registering vessels, issuing commercial fishing licenses, and issuing recreational hunting and fishing licenses and permits;

Ability to accurately calculate and collect fees for licenses, permits and boat registrations and certificates of title;

Ability to interpret and apply all laws and policies applicable to titling and registering boats and to issuing fishing and hunting licenses and permits;

Ability to use office equipment, including point-of-sale computer terminals, personal computers, video display terminals, printers, data entry equipment and typewriters;

Ability to communicate and work effectively with co-workers, employees of businesses acting as agents of the State, and the general public.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience involving titling and registering boats and issuing hunting and fishing licenses and permits.

Notes:

1. Candidates may substitute additional experience involving titling and registering boats and issuing hunting and fishing licenses and permits on a year-for-year basis for the required education.

2. Candidates may substitute experience related to the issuance of titles, registrations, licenses, or certifications required by local, State, or federal regulations on a year-for-year basis for the required experience.

3. Candidates may substitute education at an accredited college or university in a business related field at the rate of thirty credit hours for each year of required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
