NATURE OF WORK

A GIS Analyst III is the full performance level of work in the field of data analytics related to geographic information systems. Employees in this classification conduct research and prepare analyses, studies or background reports on issues relating to Agency objectives, which can include trend analysis, performance metric analysis, and data stewardship. Employees in this class do not supervise other positions.

Employees in this classification receive general supervision from a higher-level designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria defined in the Nature of Work and Example of Work sections of the class specification.

The GIS Analyst I, GIS Analyst II and GIS Analyst III are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees. The GIS Analyst I learns to perform duties under close supervision.  The GIS Analyst II performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.  The GIS Analyst III performs the full range of duties and responsibilities under general supervision.  The GIS Analyst III is differentiated from GIS Analyst Lead/Advanced in that GIS Analyst Lead/Advanced either assigns, reviews and approves the work of and trains lower-level GIS Analysts or performs advanced level GIS analytical work.

EXAMPLES OF WORK

Provides various phases of data analysis and GIS applications of projects related to land use, population, water, environment, transportation, housing, urban renewal, zoning regulations, comprehensive plan support, community or natural resources, or other Agency projects or programs and analyzing information concerning demographic, socio-economic, political, cultural, geographic and land-use trends;

Uses methods, tools, and algorithms, including preliminary data exploration, data visualization and preparation, model calibration and algorithm validation using a comprehensive range of technologies (e.g. software packages, programming languages, computational environments);

Collects, creates, maintains, and distributes GIS and statistical data and associated products such as maps, graphics, and tabular data;

Interprets and evaluates the results of data science community’s methods, models, and/or algorithms, understanding the meaning, limitations and scope of results for assigned projects and programs;

Prepares data science products (e.g. GIS datasets, forecasts, technical articles, visualizations, and graphics) with accompanying documentation discussing the methods and results for assigned projects or programs;

Develops books, manuals, charts, maps or pamphlets for publication and distribution by using GIS data and disseminating to interested individuals and persons concerned with Agency responsibilities;

Presents to managers, public officials, and the public through mediums such as presentations, documentation and discussions;

Provides technical advice and assistance to support the Agency’s programmatic responsibilities;

Prepares reports on proposed legislation affecting the Agency’s programmatic responsibilities;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles, practices, and objectives of data analysis or geographic information systems;

Knowledge of methods and procedures of data collection and production, related to land use, population, water, environment, transportation, housing, urban renewal, zoning regulations, comprehensive plan support, difficult planning projects or other Agency programs;

Skill in performing analytical methodologies in support of Agency programs, through the use of statistical and/or geographic information system tools;

Skill in using GIS applications, MS Excel, other database software, and generally accepted programming languages for data analysis and reporting;

Skill in GIS systems design or web mapping application development;

Skill in performing routine data collection, data production, and data analysis tasks;

Ability to work independently on Agency projects;

Ability to exercise independent judgment and initiative in research projects relating to Agency objectives;

Ability to prepare and present findings and recommendations in clear, concise reports;

Ability to establish and maintain effective working relationships with co-workers, community representatives and the general public.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university including 30 credit hours in Geography, Geographic Information Systems, Economics, Environmental Science, Environmental Studies, Planning, Mathematics, Computer Science, Statistics, or Information Technology.

Experience: Two years of experience in geospatial analysis.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university accompanied by a Geographic Information Systems Professional Certificate (GISP) from The GIS Certification Institute for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in the specified educational fields for one year of the required experience.

3. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in the specified educational fields for an additional year of the required experience.

4. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in the specified educational fields  for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Architect, Geospatial Intelligence Analyst, or Cryptologic classifications or Logistics, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G- Engineering, Scientific and Administrative Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification;  2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
