NATURE OF WORK

A Speech Pathologist/Audiologist V is the managerial level of professional work in the treatment of persons with speech, language and hearing disorders.  Employees in this classification either direct a large program or are consultants on a headquarters staff.  Employees in this classification, functioning as Directors of large programs, supervise five or more Speech-Language Pathologists or Audiologists.  Employees in this, functioning as headquarters consultants, do not supervise other positions but provide statewide guidance and direction to numerous Speech-Language Pathologists, Audiologists and other professionals.

Employees in this classification receive managerial supervision from a designated health professional or other official.  The work takes place in local health departments, state hospitals or institutions or, in the case of consultants, in a departmental headquarters office.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Speech Pathologist/Audiologist V is differentiated from the Speech Pathologist/Audiologist IV in that the Speech Pathologist/Audiologist V functions as Directors of large programs and have supervisory responsibility for five or more lower-level Speech-Language Pathologists or Audiologists or functions as headquarters consultants with statewide program responsibility while the Speech Pathologist/ Audiologist IV has supervisory responsibility for lower-level Speech-Language Pathologists or Audiologists or functions as the sole Speech-Language Pathologist or Audiologist with management responsibility for an agency program.

EXAMPLES OF WORK

Develops, revises and implements program policies, plans and procedures;

Supervises lower-level Speech-Language Pathologists or Audiologists or provides consultation to directors of local programs;

Prepares the budget for the program;

Evaluates unusual and exceptional cases;

Prepares or reviews diagnostic reports and progress statements;

Coordinates speech-language pathology and audiology programs with other programs;

Conducts and participates in staff meetings which cover the evaluation, etiology and treatment of patients, inmates or clients;

Conducts and participates in seminars, in-service and professional training programs;

Consults with other program directors concerning agency policies, plans and goals;

Consults with other professionals and nonprofessionals and patients’ family members concerning diagnostic evaluations and treatment programs;

Consults with agency staff and community groups on the development of preventive speech and hearing services;

Evaluates and recommends changes and improvements in existing and developing programs;

May conduct research programs in an area of specialization and may provide consultation to hospital, clinical or school personnel;

May provide information on legislative and technical program matters;

May conduct individual or group speech and hearing rehabilitation programs in hospitals, clinics, rehabilitation centers or other facilities;

May work with community groups to develop supportive resources and conduct educational programs;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the theory, principles and practices of speech-language pathology or audiology;

Knowledge of the principles and methods of administration and supervision;

Knowledge of scientific research methods;

Ability to plan and direct a speech-language or audiology program;

Ability to supervise.

MINIMUM QUALIFICATIONS

Education:   Set by the licensing requirements of the Maryland State Board of Audiologists, Hearing Aid Dispensers & Speech-Language Pathologists.

Experience: Six years of experience as a Speech-Language Pathologist or Audiologist.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Speech Pathologist and Audiologist classification or Speech Pathologist or Audiologist specialty codes in the Speech Pathology and Audiology field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license from the Maryland State Board of Audiologists, Hearing Aid Dispensers & Speech-Language Pathologists, 4201 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification must renew their license in accordance with Health Occupations Article, Title 2 Audiology or Title 19 Speech-Language Pathology of the Annotated Code of Maryland.

3. Candidates for this classification are required to possess a Certificate of Clinical Competence in Speech-Language Pathology or Audiology.  A copy of the current certificates must accompany the application form.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
