NATURE OF WORK

A Reviewing Appraiser I is real estate appraisal work at one of two experienced levels in the review of appraisals made for the acquisition of property and the disposal of excess real property for the State of Maryland.  Employees in this classification, assigned to the Department of General Services make determinations and recommendations of fair market value of real property to be acquired or excess property to be sold by the State of Maryland.  Employees in this classification review, affirm or revise property appraisals made by contract appraisers or appraisals furnished by property owners and/or Attorneys. Employees in this classification are required to exercise of independent judgment but the decisions are made within the guidelines of established policies and procedures. Employees in this classification have a lesser amount of responsibility, lesser complexity of appraisal and lesser degree of independence than higher level Reviewing Appraisers.  Employees in this classification do not supervise other positions but may guide the work of those assigned to assist in appraisals.

Employees in this classification receive close supervision from a higher level Reviewing Appraiser.  Employee development and effectiveness is determined through a review of completed assignments.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Conducts field investigations and inspects real estate to collect supporting data for appraisals;

Review staff and fee appraisals for legal sufficiency, relevancy and fair market value;

Confers with staff or fee appraisers to resolve differences;

Makes determination of just compensation for right-of-way, fair market value for acquisition and/or disposal of property for the State;

Analyzes appraisals of right-of-way taking furnished by property owners;

Analyzes condemnation awards and may testify regarding those determinations;

May analyze engineering data to determine effect on right-of-way takings;

May assist in the preparation of appraisal standards and procedures for independent fee appraisers;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of appraisal practices and techniques;

Knowledge of real property values and real estate trends;

Knowledge of land use planning, zoning and subdivision regulations;

Knowledge of contract and real estate law;

Knowledge of eminent domain law with particular reference to compensable or non-compensable items;

Ability to interpret and understand land maps and plats, highway plans and right-of-way maps;

Ability to organize and complete work assignments;

Ability to review property appraisals and determine just compensation for real property to be acquired and fair market value for property to be sold;

Ability to work effectively with staff and fee appraisers;

Ability to organize material and present comprehensive, concise reports.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in the preparation or review of appraisals used as the basis of the acquisition or disposal of real property or in right-of-way acquisition including or supplemented by one introductory course in real estate appraising offered by a college/university or sponsored by the American Institute of Real Estate Appraisers or the Society of Real Estate Appraisers. One course must have been concentrated to income capitalization, investment analysis, or industrial valuation.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree including or supplemented by one introductory course in real estate appraising offered by a college/university or sponsored by the American Institute of Real Estate Appraisers or the Society of Real Estate Appraisers (one course must have been concentrated to income capitalization, investment analysis, or industrial valuation) and five years of experience in the preparation or review of appraisals used as the basis of the acquisition or disposal of real property or in right-of-way acquisition for the required experience.

2. Candidates must be able to present, with the application information regarding course content and successful completion of the course.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a driver’s license valid in the State of Maryland.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
