NATURE OF WORK

UI Contributions Tax Auditor VI is a managerial level of work in the Management Service of the State Personnel Management System within the Unemployment Insurance Contribution Division (UI) of the Department of Labor (DOL). Employees in this classification are responsible for managing operations and activities conducting finance and compliance, economy and efficiency work unique to UI State and federal programs.  Employees in this classification have supervisory or managerial responsibility for the work of other employees in the Skilled or Professional Services.  Employees in this class receive managerial or executive supervision from a higher-level manager or an executive.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

The UI Contributions Tax Auditor VI is differentiated from the UI Contributions Tax Auditor Supervisor in that the UI Contributions Tax Auditor Supervisor has supervisory responsibility for lower-level UI Contributions Tax Auditors, while the UI Contributions Tax Auditor VI is responsible for one or UI program or work unit including the supervision of staff.   

EXAMPLES OF WORK

Directs and coordinates activities, programs and staff involving Contributions Tax Audits within the Unemployment Insurance Contribution Division (UI) of the Department of Labor (DOL);

Establishes overall policies, procedures and audits for UI program(s) and oversees implementation of such and approves revisions;

Oversees and manages the personnel in the regional area assigned, monitors audits according to the U. S. Department of Labor and State of Maryland standards;

Develops short and long-range plans for program operations and resources;

Determines organizational structure and staffing as needed;

Oversees development and training of program staff;

Plans, coordinates, supervises and evaluates the work of subordinate supervisors;

Represents the department as an expert witness for the Agency Board of Appeals concerning tax audits;

May promote the program through contacts with interested groups and the general public;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
