NATURE OF WORK

A Speech Pathologist/Audiologist III is the advanced or lead worker level of professional work in the treatment of persons with speech, language and hearing disorders.  Employees in this classification coordinate a segment of a large speech-language and hearing program.  Employees in this classification provide guidance and direction to lower-level Speech-Language Pathologists or Audiologists and support personnel and may supervise technicians and clerks.

Employees in this classification receive general supervision is received from a higher-level Speech-Language Pathologist/Audiologist or other designated official.  The work takes place in local health departments, community clinics and health centers, or in State hospitals and institutions.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Speech Pathologist/Audiologist III is differentiated from the Speech Pathologist/Audiologist II in that the Speech Pathologist/Audiologist III performs the advanced level or lead level of work and coordinate a segment of a large speech-language and hearing program while the Speech Pathologist/Audiologist II performs the full range of duties and responsibilities under general supervision.  The Speech Pathologist/ Audiologist III is differentiated from the Speech Pathologist/Audiologist IV in that the Speech Pathologist/Audiologist IV has supervisory responsibility for lower-level Speech-Language Pathologists or Audiologists or functions as the sole Speech-Language Pathologist or Audiologist with management responsibility for an agency program.

EXAMPLES OF WORK

Administers hearing, language and speech diagnostic evaluations;

Conducts speech and hearing treatment;

Conducts the evaluation of unusual or exceptional cases;

Evaluates treatment and revises as necessary;

Prepares and maintains necessary records and reports of hearing, language and speech evaluations, treatment results and prognoses;

Conducts and participates in staff meetings which cover the evaluation; etiology, treatment and disposition of patients, inmates or clients;

Consults with other professional and nonprofessional personnel concerning diagnostic evaluation and treatment programs;

Participates in training of students and nonprofessional personnel;

Conducts and participates in seminars, in-service and professional training programs;

Supervises traineeship program;

Assists in the development of research studies through literature review, collection of data, preliminary analysis and case record review;

Assists in budget preparation;

May plan, organize, schedule and direct the work of professional, technical and clerical personnel;

May participate in programs providing special community services;

May provide consultation to community agencies;

May work with community groups to develop supportive resources and conduct educational programs;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the theory, principles and practices of speech-language pathology or audiology;

Knowledge of the care and use of equipment employed in the practice of speech-language pathology or audiology;

Ability to perform speech, language and hearing diagnostic evaluations and treatment;

Ability to recognize changes in patients and to revise their treatment programs as indicated;

Ability to prepare and deliver reports.

MINIMUM QUALIFICATIONS

Education:   Set by the licensing requirements of the Maryland State Board of Audiologists, Hearing Aid Dispensers & Speech-Language Pathologists.

Experience: Three years of experience as a Speech-Language Pathologist or Audiologist.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Speech Pathologist and Audiologist classification or Speech Pathologist or Audiologist specialty codes in the Speech Pathology and Audiology field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license from the Maryland State Board of Audiologists, Hearing Aid Dispensers & Speech-Language Pathologists, 4201 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification must renew their license in accordance with Health Occupations Article, Title 2 Audiology, or Title 19 Speech-Language Pathology of the Annotated Code of Maryland.

3. Employees in this classification are required to possess a Certificate of Clinical Competence in Speech Pathology or Audiology.  A copy of the current certificate must accompany the application form.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit E, Health Care Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
