NATURE OF WORK

This is supervisory work in the area of public carrier investigations.

An employee in this class is responsible for and supervises an inspectional staff engaged in the investigation and analysis of the operations and service of specific public carriers, in the inspection of public carrier equipment, and in the investigation of complaints against the public carriers for the purpose of insuring compliance with public service laws, rules and regulations. The employee is also responsible for the training of a field inspection force and the analysis of their work reports for compliance with work production standards. The employee plans and programs the work schedule of the inspection force. This employee may be assigned special project such as railroad and accident investigations. The employee may be called upon to testify concerning these special investigations.

This employee is supervised by an assistant program director, such as the Assistant Director of Transportation, and supervises a Transportation Supervisor I and several Utilities Inspectors.

EXAMPLES OF WORK

Plans, assigns, and reviews the work of a group of inspectors;

Directs the field inspection program;

Trains new inspectors in the laws, rules and regulations relating to public carriers and in the techniques of making inspections;

Analyzes data collected by the inspectors and prepares a summary with recommendations;

Reviews changes in time schedules for adequacy of service;

Reviews changes in routing for maneuverability of equipment and for public service and safety;

May conduct railroad investigations and prepare reports of finds;

Performs other necessary duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Working knowledge of the laws, rules, and regulations governing public service carriers;

Working knowledge of the techniques of investigations; of time schedule design and maintenance for public carriers; of the Motor Vehicle laws of Maryland; of the construction and operating procedures of all types of public carrier equipment;

Ability to conduct investigations of public carrier companies; to understand, interpret, and explain statutory requirements, rules, regulations and procedures; to analyze time schedules; to instruct a group of inspectors in inspectional procedures and regulatory policies; to review the work of inspectional field force; to maintain good public relations; to supervise;

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Seven years of public utility or public carrier inspection, regulation or investigational experience.

Note: Applicants may substitute college education at an accredited college or university at the rate of 30 semester credit hours for one year of experience for up to four years of the required experience.
