NATURE OF WORK

A Supervisor, Property Maps is the supervisory level of work directing, planning, and coordinating the separation and maintenance of property assessment maps and soil classification maps for the State of Maryland.  The employee in this classification exercise considerable judgment in the preparation of property maps and soil classification maps.  The employee in this classification devises work procedures and administrative controls and makes all final decisions within the division. The employee in this classification plans, schedules, and supervises the work of Drafters, Assessment Cartographers, and clerical personnel assigned to the program.

The employee in this classification receives direction from the Director or other designated official of the department.  Work effectiveness is evaluated through conference and reports in terms of the achievement of departmental goals.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Directs the operation of the Property Map Division, which includes a central office and twenty-four subdivisions;

Prepares and maintains property maps and soil classification maps for the State of Maryland;

Develops, plans and assigns the creation or revision of property maps and soil maps showing every parcel of land together with the amount of land, the owner’s name, and the owner’s deed reference;

Maintains communication between State central office and twenty-four subdivision offices;

Furnishes property information to city, State and federal departments and independent surveyors, engineers, and the general public;

Calculates enlargements and reduction ratios of maps, plats, and charts;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and practices of land and topographic surveying;

Knowledge of the use of drafting instruments and nomenclature, symbols, and of the sources of drafting information;

Knowledge of civil engineering methods;

Knowledge of the methods of developing property assessment process as practices in Maryland;

Knowledge of office and commercial reproduction methods;

Knowledge of methods for interpreting aerial photographs;

Knowledge of photogrammetric mapping;

Ability to supervise a staff of technical Drafters, Assessments Cartographers and clerical personnel;

Ability to prepare work schedules;

Ability to deal effectively with local officials and the general public.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Seven years of experience in cartographic drafting, three years must have involved responsibility for planning, directing, and supervising the work of employees engaged in cartographic projects.

Notes:

1. Candidates may substitute education in an engineering, geography, or cartography curriculum at an accredited college    or university at the rate of 30 credit hours for each year of non-supervisory experience up to a maximum of two years of       the required general experience.

2. Candidates may substitute drafting experience and/or civil engineering experience on a year-for-year basis for up to four   years of the required non-supervisory experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering         or Imagery classifications or Cartographer, Imagery, Geo-spatial, and Survey specialty codes in the Engineering and Architecture field of work on a year-for-year basis for the required experience and education. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
